lief of the Yucatan delegation and voted
down the Carranza-Cabrera measure.
If all these states take direct action
like Sonora it will undoubtedly force
President Carranza into a coucilatory
move. Friends of Obregon here believe
Ibat the Cejudo investigation was
framed up for no other parpose than
to disqualify Obregon a* a presidential
candidate. It is said that he has al-
rcady been summoned three times be-
fore the military judge in Mexico City.
The supposition is that at one of the
hearings the judge who is a particular
friend of Carranza will order Obregon's
formal incarceration and this will be al-
ieged as a pretext for disqualifying him
v a candidate.

cial support to maintain what they term
the sovereignty of the state.

| mor Mexican consul general in San An-
' tonic. quoted the following article of
both the 1*57 and 1917 constitution
which provides that the powers of the
states am bound to protect the states
against all invasions or external vio-
irnce: in case of insurrection or inter-
nal disturbances they shall give them
the same protection "provided the
legislature of the state or the executive

Mr. Beltinn who is well-posted on
current Mexican history says it was
this very article that caused Emilio
Carranza a brother of President Car-
ranza. to disregard the central govern-
ment of Diaz when he tried to impose
Governor Garza Galan for re-election in
Coabu la; and it even led to insurrec-
tion in Coahuila in which President
Carranza theb a young man. took up
arms with his brother against Diaz.
This matter was finally settled with a
victory for the Carranzas. for Diaz
removed Garza Galan and allowed Mi-
guel Cardenas to be sworn in as gover-
nor of Coahuila. Many years after
when President Carranza was governor
of Coahuila during the Madero regime
and Coahuila was invaded by rebel
forces of Caraveo and Inez Salazar
Governor Carranza interposed this same
article of the constitution in defying
President Madero who had ordered Gen-
eral Blauquet tu take charge of Coahuila
as military governor. Carranza finally
won out in his contention with I’resi-
dent Madero that federal troops could
not lake charge until the governor or
legislature had requested if. It wit
also this article that gave Carranza
power backed by the Coahuila state
legislature. when he refused to recog-
nize Huerta. \'he calling of this article
into operation by a state is not a seces-
sion. avoiding tQ former Consul Gen-
eral Beltran but it legally means that
the state has defied the central goy
<mmrnt for violation of this constitu-
tional provision.

Miss Annie Webb Blanton state su-
perintendent of education has endorsed
the notion of the Man Antonio School
Board which voted April 2 to use all its
influence for the adoption of the con-
stitutional amendment raising the tax
li^it for school purposes. In a letter
rr* eived Monday morning by the board
acknowledging the receipt of the board's
recommendation on the mutter Mis*

heartiest accord with’ the spirit mid
the desire* set forth in your resolutions
of April 2. Those will be of service in
our campaign for the amendement.
"Aw you doubtless know. I have for
three year* campaigned untiringly for

posed district tax amendment passed the
Legislature. I began last November.
