requeued to forward the communication
to tha War Department and that Gen-
eral Ruckman “xhould cither make good
Ida charges or apologize for the ahame
and odium he put on the city of San An-
tonio.” Copies of the protest were also
•ent to Texas congressmen.
General lluckruuti'H speech waa de-
livered before the Watch and Werd so-
ciety and waa sent broadcast over the
CM airy by news services. It was prim-
ed in Nan Antonio on April 11 and the
charges contained therein formally de-
nied at the time by Mayor Bell.
General Ituckman said in substance
that "vice comiuercializers and eiliu-
inals" in Texas had forced his transfer [
from the NouUiern Department of the '
army during the war. He also charged
that town and city officials -not only
• regarded conditions with complacency
hut in many instances were owners of
dives” and that at one time feeling
among the “shady elements" was so bit-
ter against him that be actually feared
assassination"

Mayor Bell announced at th; time
General Ruckman's charges were pub-
lished that be would protest to the War
Department. Jie was engaged however
in the municipal election anil the rush
of work following and it was not until
his last day in office that he finally
drafted the protest.

Covington. Ga. June I—-Clyde Man-
ning. negro farm boss on the John S.

was found guilty of murder by a jury
late Tuesday in connection with th*
death of Uadney Peterson one of th--
eleven negroes alleged to have been lield I
