throughout the country showed •
marked tendency of prices to resume
their upward movement the Federal
Reserve Board reported last night in
it* *umm*r.v of business conditions lor
April. But the board noted ■ hopeful
sign from the consumers' viewpoint of
•'anxiety concerning the over-strained
situation resulting from excessively
high prices and wages" which it be-
lieved forecasts a slowing down in the
•oaring of prices.
“While the agricultural outlook is dis-
tinctly less satisfactory than it was a
month ago” the summary said “and
until the month of April has been a
period of serious labor disturbance es-
pecially in the transportation field the
activity of business has continued high
demand for products strong and with
prices tending upward rather than
downward."
The board “viewed with some alarm”
♦he question of obtaining an adequate
labor for the farm. Farmers have been
unable to obtain more than half of the
labor they need Southern districts re-
ported. i
COUNTY SEAT CHANGE
Eden After Paint Rock's Pioneer
Courtbouw.
San Angelo. Tex.. April 30.—Citizens
of Eden are circulating a petition to be
presented to the Concho County com-
missioners' court requesting the order-
ing of an election to decide whether or
not the seat of government shall re-
main at Paint Rock. Eden wants the
county seat but the signatures of the
majority of the voters must be obtained
before the ordering of the election is
made mandatory. Then two-thirds ma-
jority vote will be necessary to move
the courthouse from Paint Rock where
it has been located since Concho County
was organised in 1879. The courthouse
wa* built in 1886 at a cost of $28000.
Paint Roek citizens claim that the ma-
jority of the voters live in the northern
part of the county and contend that
the election will not even be called.

TRACTOR HAULS CRUDE
Schedule Inaugurated Between Heb-
bronville and Zapata Field.
Hebbmtnille. Tex.. April 30.—The
12000-pound Holt tractor of F. S.
Pratt Company left here thia morning
on its first trip to the Zapata oil field
for the purpose of bringing back a cargo
of oil for shipment. Attached to the
tractor were three large oil tanks of
160 barrels capacity.
Thia trip inaugurates a regular sche-
dule between Hebbronville and the oil
field. Two trips a week will be made.
Thia transportation service it is
thought will enable the town to be-
come a distribution point for Zapata
products.
Rail Official Discusses Ownership.
Louisville April 30.—Govern-
ment ownership of railroad* is a step
toward socialixed government according
to Charles H. Markham president of
the Illinois Central Railroad Company
principal speaker at a meeting of the
Transportation Club of Louisville last
night. “If it is true that private own-
ership of railroads is b*»ing given its
final test it is also true that all Amer-
ican institutions are on trial” Mr.
Markham continued.

SPRING CRIME CLEAN UP
Many Radicals Taken in Chicago's Po-
lice Drag Net.
Chicago April 30.—More than 350
persons were held at police stations to-
day having been arrested in what Chief
of Police Garrity termed a “spring
clean-up of criminals.**
Among those held were alleged radi-
cals. Chief Garrity said be did not
believe Reds intend to have a May
Day demonstration tomorrow yet he
thought it advisable to take precau-
tions.
Suspected burglars and hold-up mm
were detained for identification by vic-
tims.
