SAN ANTONIO
ADVANCES
In spite of the general depression San An-
tonio continues to grow at an unprecedented
rate. All plans for development must be main-
tained at a rate above the average.
Our Plans for 1922 Include:
1. A new pumping station.
2. Extensive additions to our distribution system in con-
nection with the proposed new pumping station in pipe sizes
of 20 16 12 and 10 inches.
3. Increasing our pumping capacity in our high service
pumping station to double that at present.
4. Continued development of our system of supply at
the high service plant.
5. Additional means to facilitate the business of the
many new consumers.
Water service does not begin and end with the small
pipe in the street but starts with the supply and involves
power pumping equipment and the formation of a great sys-
tem of large pipes which convey large quantities of water
over an area covering most of the city.
Water service to match the climate.

for thi* corp' area hr.* arranged a pre-
liminary conference with 1. D. Porter
of Dalia* aupervi'ing aiiperinteudeut of
conatruction for the trea«ury depart-
ment. Tbe conference will be hald in
tbe ucar future and i* a part of tbe
program of economy among government-
al department* by the budget bureau
repreeented by Major Robinson in the
rtatn of Tcxa*. Oklahoma Colorado.
New Mexico and Arizona.
Mr. Porter. a« a repreoentative of
the treavnry department is custodian of
al! government buildings except the war
and navy departments. Tbe purpose of
the conference is to study the storage
problem* of the various departments to
see if a com-entration or readju'tment
might not affect saving* at different
points in the eorps area.
Rome idea of the value of the budget
brrenii as a mt ley xver for the gov-
ernment can be realized by the recent
transfer of army surplus property
amounting to more.than $50.1x10 to the
veteran's training center at West End.
The property turned over wa* mostly
machinery to be used in the training of
disabled ex-service m-n. The machinery
was stored in Camp Travis having been
rendered surplus as a result of a reduc-

tion in the army. The training center
bad intruded to put the ma hinery
newlcd on the o|x-n market.
A double saving won affected by the
transfer it was tminted out by Major
Robinson. The army would have been
forced to sell the machinery at a lower
price than it was bought for and the
training eenter being forced to buy in
tbe open market would bare paid top
prices plus freight rates The budget
bureau under the director. Charles W.
Dawe* of Washington through its rep-
resentatives in the various corps area
arranges for transfer of property from
one department to another.
Just what will result from tbe Con-
ference at Dallas cannot be foretold as
n study of the problem encountered
shows that various difficulties lie in
tbe way of adjustment of various de-
partment expenses due to the present
form of legislation which makes special
appropriations for activities in each of
the department.
Due to the fact that the Eighth Corps
Area is so large it will take some time
for the conditions to be thorough'.'
learned. Other method* of saving ex-
pense* for the government are now b-
ing studied by the budget bureau.
