in our schools, businesses, churches,
and governmental agencies.

Our commitment to safe and drug
free schools remains as strong as
ever. To be effective, however, with
so many more youngsters, it is nec-
essary to constantly review the pro-
grams and tactics being used. One
approach that has not been tried
before in Boerne is drug testing.
Consideration must be given in the
months and years ahead to such a
possibility. Some school districts
are already randomly testing ath-
letes. It is now an affordable option
since the cost of the lab reports has
declined significantly.
No matter what the school district,
police department, or churches do;
the key to effective prevention of
drug and alcohol abuse lies with the
parents. Mom and dad don't need a
search warrant to check their daugh-
ter's purse. Nor do they need to fol-
low the tenets of due process in'
checking their son's room. The war
on drugs will be won or lost for most
kids as the result of what happens
around the family's kitchen table.
