The City of Boerne is suing
the City of San Antonio in
Kendall County District Court
to resolve a long-standing dis-
pute over the boundaries of
their respective extraterritorial
jurisdictions (ETJ).
The Boerne City Council
voted Tuesday to authorize its
legal counsel to file suit against
San Antonio in Kendall County
to resolve the dispute.
“This decision to file suit,”
Mayor Patrick Heath said,
“was made only after attempts
by Boerne over the past several
years to reach a reasonable and
equitable resolution of the dis-
pute with San Antonio. Those
efforts have proven unsuccess-
ful.
“San Antonio will not recog-
nize the validity of the actions
taken by Boerne in 1987 to
expand its extraterritorial juris-
diction at the request of numer-
ous residents and the
Commissioner’s Court of
Kendall County. While Boerne
believes it has exclusive juris-
diction in the area of dispute,
until the dispute is resolved,
area residents and developers
of subdivisions and commer-
cial properties in the disputed
area will remain uncertain as to
which city has the jurisdiction
and authority to impose rules
and regulations for the devel-
opment, control and regulation
of their properties,” Heath said.
San Antonio published
notice in 1987 that it intended
to annex certain areas of Bexar
County, including a 1,000 foot
wide strip of land inside Camp
Bullis and Camp Stanley along
Ralph Fair Road. The new city
limit after the annexation and
effective December 31, 1987
was extended to the intersec-
tion of Dietz Elkhorn and
Ralph Fair Roads in northern
Bexar County.

status and population, the
effect of such an annexation
would normally be to extend
the ETJ of San Antonio for a
five mile radius from this inter-
section.

Skelton graduated from West Texas A&M University at
Canyon with a B.S. degree in mass communication. He was a
Dean’s List graduate, Mortar Board Academic Excellence candi-
date, a founding father of Delta Sigma Phi Fraternity at Texas
A&M University, and he was the recipient of the 1994 Editor’s
Choice Award from the National Library of Poetry.
Skelton has served as an intern in Washington D.C. to
Congressman Charles Wilson. He was an active member of the
West Texas A&M University radio/TV/film department specializ-
ing in television announcing, reporting, advertising and produc-
tion.
