In an effort to attract new
industry, the Bastrop City Council
has voted to provide special electric
rates for industrial customers and
also to give electric rate incentives
for certain new businesses
However, the incentives don’t
require small business and residen-
tial customers to subsidize larger
industries since the costs are fully
recovered in the rate structure.
Bastrop Chamber of Commerce
officials were pleased with the
incentive plan since they said it will
make the job of the C of C much
easier in attracting new industry.

Unless $114,000 in delinquent taxes
is paid by the owner of a housing sub-
division in the Smithville School
District, taxpayers in the district
will have to make up the difference
and could mean a three percent
increase in taxes.
This was the conclusion of Supt.
Don Hestand. who says financially
distressed Continental Savings,
which owns the subdivision, has so
far not paid the delinquent taxes.
Supt. Hestand said the school
district should know in less than a
week whether Continental Savings
will pay the taxes owed
Even with the tax payment,
Smithville trustees are contempla-
ting an increase in the assessed
value from 72.5 cents per $100 to 79
cents.
Giddings receives ‘311
in mixed drink sales tax
State Comptroller Bob Bullock
Monday sent checks totaling $11.3
million to 221 counties and 442 cities
that collect mixed drink sales tax
Giddings had tax revenue of $2,490
and the City of Giddings received
$311.30 and the County $311.30, or
12.5 percent of the total.
The checks represent the counties’
and cities’ share of the state's 12
percent mixed drink tax collected
during the second quarter of 1989.
Bullock said that the state
collected $46.8 million in mixed
drink taxes for the second quarter,
compared to $45 million collected
during the same period in 1988.
Under state law allowing the sale
of mixed drinks, Texas cities and
counties each receive a 12.5 percent
share of the tax collected on mixed
drinks sold within their boundaries.
The mixed drink tax is collected

Elgin speed suspect
to get new trial
A State District Court of Appeals
has ruled that an Elgin area resident
can be tried again after his trial for
aggravated possession of metham-
phetamine resulted in a hung jury.
District Judge John L “Jack"
Placke declared the mistrial in May
of 1988 for Ervin Allen Bigley Jr
after the jury deadlocked 11-1 in
favor of conviction But a unanimous
verdict is required for conviction in
a criminal jury trial.
Back in 1987 Bigley had been
indicted by a grand jury for
possession and manufacture of a
controlled substance after a raid on
his residence by police
Claiming Bigley would face double
jeopardy if tried again, Bigley’s
attorney, Steve Orr, objected to the
mistrial ruling by Judge Placke and
applied for a writ of habeas corpus to
prevent having a new trial. When
Judge Placke denied the application,
it was appealed
In the appeal, Bigley argued that
Judge Placke abused his discre-
tionary power by dismissing the jury
instead of allowing them to continue

SANDBURSIN THE COASTAL?
Sure is hard to get everything
right All of this moisture has placed
us in a paradise of production in our
hay meadows
But many a folk is calling me with
Sandbur problems. Now what can
you do to control sandburs in a
Coastal hay meadow? Little bit of
nothing!
There is no chemical cleared to
prevent sandburs from coming up in
your hay meadow Many ask about
using Attrozine as a pre-emergence
control but there is one problem, the
label.
Attrex label indicates that it
cannot be used on hay meadows
where the hay will be harvested that
year If you decide to treat it like a
pasture though it is different This is
a very thin line You can’t harvest it
with hay equipment but your cows
can graze it
Many producers ask about using
MSMA. Well, it is cleared for turf
use but not pastures or hay
meadows This chemical mix
contains arsenic so it’s not a good
idea to feed that to those precious
cattle.
Now you can spot treat with
“Round-up." As you know, this will
kill everything it contacts but the
idea is to wipe out the grass burs and
let the Bermudagrass spread back
into the dead spots. I would
recommend putting a little nitrogren
fertilizer down in the dead spots to
promote fast recovery.
It's a shame but when it comes to
grassburs in hay meadows, we seem
to be stuck with the problem
