state officials and employes for the
balance of the fiscal year, and the
house in 10 minutes approved a
measure doubling the pension for
Confederate veterans.
As amended in the senate, to-
tal cost of the raises for state
department and eleemosynary
institution employes for the bal-
ance of the year runs approxi-
mately $200,000 less than the
measure passed in the house.
The bill now goes back to the
house for concurrence.
The amended pay raise bill came
out of the senate upon a unanimous
vote. The need for raising the pay
of many state workers, especially
those in the lower income brackets,
has been emphasized in the face of
increased living costs. The only dis-
agreement has come on details.

The senate also passed and sent
to the house a bill by T. C. Chadick
of Quitman, providing for safety
inspection of school buildings.
In the house an overwhelming
vote passed and sent to the senate
the bill by Rep. Jo Ed Winfree of
Houston Increasing the state pen-
sion for Confederate veterans to
3100 a month and Increasing the
pension paid veterans’ widows to
$50 a month The present pensions
are *50 and *30 respectively. The
Confederate pension fund has a
balance of $3,014,000, Winfree said
There are now 30 veterans and 1,-
739 widows on the rolls.
The vote on final passage of the
bill was 121 to 3.
In a report in its winter bulle-
tin. the association demanded
reinstatement of Dr. Rainey as
“assurance that the principles
of academic freedom and tenure
would again be observed at the
University of Texas." Removal
of Dr. Rainey was described by
the association as a “serious dis-
regard of good academic prac-
tice." a
The 3,500 word report, described
as an "interim" report, was signed
by Dr. Ralph E Himstead, general
secretary of the association. It
said that final judgement would be
withheld until completion of a study
of testimony given at a Texas sen-
ate committee’s investigation.
The American Association of Uni-
versity Professors is a national or-
ganization of college and university
professors, with headquarters here.

In the report, outlining the cir-
cumstances leading up to Dr. Rain-
ey’s dismissal Nov 1. 1944, and sub-
sequent developments, it stated:
"The evidence In the Univer-
sity of Texas situation indicates
that what is happening in Texas
with reference to the university
is a reappearance of an old phe-
nomenon. namely an effort on
the part of certain special-in-
terest groups to control educa-
tion.
"During recent years,” the report
said, "there have been dismissals
and threata of dismissals of mem-
bers of the faculty of the Univer-
sity of Texas by action of the uni-
versity’s board of regents, contrary
to the recommendations of the re-
sponsible administrative officers of
the university, the president, the
deans and the department chair-
man concerned."
"Statements made by regents to
the representatives of the associa-
tion make it clear that they regard
this relationship to be that of a
private employer to his employes, a
relationship in which the regents
are not debarred by any moral re-
strictions beyond their own Individ-
ual sense of expediency from im-
posing their personal views and
prejudices upon the teaching of the
university and from employing the
power of dismissal to gratify their
private antipathies and resent-
ments.” +

death by the War department.
His father, who was E. A. Un-
gren’s brother, and his mother,
are dead. Two brothers also
survive him. They are Einar E.
Nngren, editor of the Michi-
gan Farm News, and another
brother who is a reporter on
The Los Angeles Times.
Lieutenant Ungren was an infan-
try instructor at Camp Robinson,
Ark., for some time, and later was
stationed at Fort Benning, Ga. be-
fore going to England. He W.
graduated from Michigan State col-
lege in 1932.
The citation swarding him the
Silver Star read as follows:
On August 10 in France the
battalion advance was being held
up by two large bunkers, protected
by a concrete wall seven feet high
and three feet thick Lt. Ungren
led his platoon to the assault, but
the hole in the wall was too small
to insure success He personally di-
rected a tank destroyer into posi-
tion and blew a hole in the wall
Then, disregarding enemy fire, he
led his men through the gap His
outstanding initiative and cool dar-
ling effected the surrender of 180
1 enlisted men and four high ranking
officers." ' •
The citation awarding the Bronze
Star read in part as follows.
On July 10 in Normandy, when
the company was advancing under
heavy fire, the commanding offi-
cer became a casualty and was
evacuated Lt.- Ungren took com-
mand, reorganised the company,
and totally disregarding his per-
sonal safety, aggressively led it to
the attack and was largely respon-
sible for the battalion’s reaching its
objective."

The economist reported Industrial
production was 29.6 percent above
normal peacetime levels last De-
cember, the lowest point of 1944,
and lowest since the summer of
1941. Decreases in production were
reported for nearly every month

Of Merkel Dies
MERKEL, Feb 15- (SpD—Mrs.
H R Horton, 74, a resident of Mer-
kel for 36 years, died last night at
the home of a son, Pierce Horton,
with whom aha had made her home
the past two years. She suffered
a stroke Sunday.
Funeral will be held at 2:30 p. m.
Friday at the First Baptist church.
Burial will be in Rose Hill cemetery
under direction of Barrow-Sheppard
