WASHINGTON, March 1.—(P)-
Congress, its current fight over
further manpower controls still
raging, today faced the prospect
mof another: what to do with the
“nation’s youth when peace returns.
As the senate delayed for at least
24 hours further consideration of
its own, softer version of house-
passed work-or-jail legislation, a
house committee promised speedy
■action on proposals for a peacetime
military training program.
Responding to an American
Legion plea, Chairman Wood-
rum (D-Va) of the poetwar
military policy committee said

thor of the house-passed bill, criti-
cized the substitute sharply in yes-
terday's debate. He said it isn’t a
work-or-fight bill at all, but a "walt
and see" bill. He called it an at-
tempt to "win the war with big
words.”
The substitute would give the
War Manpower commission stat-
utory authority to set manpower
ceilings and to regulate hiring.
Woodrum said hearings on
postwar military training prob-
ably will last two months. He
added that his committee has
been deluged with communi-
cations opposing or supporting
the legislation, under which ev-
ery able-bodied male reitizen
would be required to take a
year of military training, prob-
ably upon reaching the age of
18.
Woodrum’s committee can not
write legislation, but it can rec-
ommend that regular committees
do so.
Chairman May (D-Ky) of the
military committee and ranking
Democrat on the Woodrum group
disagreed with Woodrum on pro-
cedure but reiterated his belief such
a bill must be enacted before wars
end.
Hearings by the Woodrum com-
mittee, May said, should be brief,
because the military committee "will
have to hold extensive hearings and
I do not think we should start them
until around the first of May.
“It is too important a matter to
allow it to become confused with
other legislation.”

Appointee Rejected
AUSTIN, March 1.—(P)—Gov.
Coke R. Stevenson had another va-
cancy to fill today as a result of
the Senate's action in refusing to
confirm H A. Dobbs of Hempstead
as a member of the state finance
board.
Two other members of this board,
however, received Senate approval.
They were J. H. Ashby of Uvalde
and C A. Gibner of Spearman.
Other appointees receiving
senate approval included Mrs.
Joe Perkins of Eastland, C. C.
Chessher of Groveton and Her-
man C. Custard of Cleburne, all
on the state board of education.
Dr W. C. McNeil of Silsbee was
approved as a member of the state
board of dental examiners along
with a score of nominees for river
and harbor pilots and public weigh-
ers all from Sen. Allen Shivers dis-

light and heavy fuel oil stores de-
creased in the week ended Feb. 24.
