cently done in a Kentucky ease may
not be strictly legal but it's cheaper
than the courts and doubtless quite
as satisfactory to the loser.
Who said Secretary Hoke Smith
was controlled by the big railroad
corporations? His first land decision
was against the Southern Pacific rail-
road and will throw open to settle-
ment thousands of acres of desirable
land. Score one for the Democratic
Administration.
The citizens of Berlin have an anc-
ient saying equivalent in English to
“The first commandment is thou
shall not be bluffed. ’ A similar
sort of a saying must have been
handed down in President Cleve-
land’s family. At any rate some
people are finding out that the
President is an almighty hur l man
to bluff.
THE NEW PENITENTIARY LAW.
The Helena World thus speaks of
the new penitentiary law:
We will now have an opportunity
of trying our new penitentiary law.
It is the idea of the law to work as
many convicts as possible within the
walls and the rem: inder in coal
mines or on farms owned and operat-
ed by the State. The Governor
Secretary of State and Attorney-Gen-
eral constitute a board of commis-
sioners who have entire control of the
penitentiary. They appoint certain
officers with various duties and these
officers are under eontiol of the com-
missioners and may be removed by
them at any time. The convicts will
now be worked directly under Slate
supervision and an effort will be
made to make them self sustaining.
There may be objections to the new
methods. They may not be found
to work as satisfactorily as hoped for
but they arc worth a trial and the
gentiemen who now have entire con-
trol of the convicts and the peniten-
tiary will see that they are given a
fair honest trial. Even should the
present system prove to be a heavy
expenie to the State it will bo better
than the old one which allowed the
convicts to bo farmed out to the high-
est bidder.
