Feuding Texas GOPs, Some
Demos Hail Court Verdict
By The Associated Press
Two factions of feuding Texas
• Republicans and some Texas Dem-
ocrats hailed Thursday a federal
judge's ruling that only Republi-
cans have a legal right to take
part in GOP precinct conventions.
As Saturday’s neighborhood po-
litical meetings approached, there
were these other developments:
1. Gov. Shivers announced he
would make a radio bid tonight for
popular support for his program
for an uninstructed delegation to
the Democratic national conven-
tion. The speech was set for the
Texas State Network at 8:43 p.m.
2. A Beaumont hotel operator.
Walter S. Casey, announced Wed-
- nesday night his candidacy for
Congress from the Second District
of Texas. Rep J. M. Combs, in-
cumbent, hss said he would not run
for re-election.
Judge Rice ruled in Austin yes-
terday that only Republicans have
a right to take part in Republican
precinct conventions. The ruling
in effect, upheld the pledge by
which Republicans hope to bind to
their party those participating in
its precinct conventions and to shut
out outsiders.
Zweifel said the court's ruling
''will give to each precinct chair-
man the right to refuse anyone
who is admittedly a Democrat the
right to take part in a Republican
convention."
And Taft man Zweifel, GOP na-
tional committeeman from Texas,
"Ninety per cent of the Eisen-
bower people are not Republicans
They are Democrats who want to
go to a Republican convention and
nominate Eisenhower."
Porter, Zweifel’s arch enemy in
the Taft - Eisenhower battle and
also for the national committee
poet Zweifel holds, said:
“I’m delighted that Judge Rice
ruled the party has a right to re-
quire the declaration or so-called
pledge. In reality, it is not a pledge.
Now each voter will be required
to sign the declaration requested •
by the Republican state executive 1
committee fat Republican conven-
tions) and when Taft supporters
are outvoted at precinct of county
conventions they have no grounds
whatsoever on which to base a bolt
of such conventions. If they bolt
now it will be because they have
no desire to respect the wishes of
the majority, but intend to impose
their will regardless of the major-
ity, with no thought of tryii - to
win an election "

3. The Houston Chronicle report- ■
ed that Rep. Tom Pickett of Pales-
tine may be named executive vice
president Of the National Coal As- '
sociation. Pickett, who has said he
would not be a candidate for re-
election to Congress, would be in
charge of the association's Wash-
ington operations. Pickett would not
confirm the report.
4. State Agriculture Commission-
er John C. White assured GOP na-
tional committee- chairman Guy 1
Gabrielson that he was a Demo-
crat. White received a letter which 1
solicited GOP campaign contribu-
tions and contained campaign ma-,
terial. "This office is now held by ■
a Democrat,” White wrote, "and I
predict it shall continue to be held
by a Democrat."
5. Several Texas newspapers
pointed out to qualified voters that
it was illegal to participate the
same day” in both Republican and
Democratic conventions. Here is
the way the Dallas News put it:
, "If you intend to vote for a Dem-
ocratic nominee for President
of the United States, attend your
Democratic precinct convention,
Saturday, May 3.
"If you intend to vote for a Re-
publican nominee for President of
the United States, attend your Re-
publican precinct convention, Sat-
urday May 3.
. "It is a-violation of the Texas
Penal Code to participate in both
precinct conventions on the same
day.”
Both Henry Zweifel, GOP chief-
V tain backing Sen. Taft (R-Ohio) for
the Republican presidential nomin-
ation. and Jack Porter, Gen. Eis-
enhower’s top lieutenant in Texas,
hailed a decision by Federal Judge
Ben’ Rice.
