PROMISES GET OLD
Solon Warns Italy,
France to Clean Up
FREDERICKSBURG, Aug. Mir
—Sen. Lyndon Johnson said,to-
night he has voted tor too last
foreign aid bill unless France and
Italy “set their houses to order.”
The Senate Democratic leader,
who publicly indicated this shift
in his foreign policy views ior the
first time last week, said the in-
ability of the Italians to form a
new government and of the French
to end their strikes are evidence
those nations “are unable to meet
the primary test of our foreign aid
program,"
“Unless some nations can offer
us deeds instead of promises:
bold acts instead of evasion; !
have voted for my last foreign aid
bill,” Johnson said in a speech
prepared for delivery to the Fred-
ericksburg civic clubs.
“The key to Europe is Ger-
many," the senator continued, “the
German people stand across mid-
dle Europe as the one unifying
force around which a continental
defense can rally.
"Without them, the other free
European nations cannot survive
the Soviet onslaught. With them, a
defense can be built against which
Communism shall not prevail.”
Declaring that Germany has
“more than proven its right to full
and equal membership in the fam-
ily of free nations,” Johnson said
the United States “whole weight-
our whole force—should be thrown
behind a firm demand for free
elections to a united Germany.”
