ON THE LIGHTER SIDE... Whenever Layton Black is around, and it is never often enough, things have a way
of turning to a lighter note. In the snapshot above, Layton is relating an anecdote from days gone by. Shown
are, left to right, Tommy Honeycutt of Lometa, LCRA Community Relations; Mills County Judge Randy Wright
and son Ryan; LCRA General Manager Mark Rose of Austin; and former State Representative Black of
Goldthwaite. The scene was just prior to the opening ceremonies at the Little League Park.
Baseball association has dedication
program for park improvements
Take me out to the ball game ... Mills County’s youth base-
ball program gained a lot of momentum last week as the local
ball players witnessed the dedication ceremony of improve-
ments that were made to the diamonds.
The Lower Colorado River Authority Community Grant
program has invested both labor and funds in this endeavor in
an effort to return something to the community that it serves.
LCRA is the wholesale supplier of electricity to the City of
Goldthwaite. On hand from LCRA was General Manager Mark
Rose of Austin, and Community Relations staffer Tommy
Honeycutt of Lometa.
A large crowd of parents, other family members, grandpar-
ents, baseball fans and baseball players were on hand for the
event. Following the opening remarks by Layton Black of
Goldthwaite, Rose made an address about the reasons for the
community involvement of LCRA through the grant program.
Several other projects have been previously funded in Mills
County and Rose said more are possible. He said that the
transmission line crew who did a lot of the dirt work initially
seemed reluctant to do this type of work, but when the positive
results are realized, they are more than happy to participate in
the community re-investment idea of LCRA.
After the program, individual baseball team members and
their sponsors were introduced. This includes T-Ball teams.
Minor League teams, Little League teams and the Pony League
team. All the kids were out-fitted in their new uniforms. The
energy exhibited by these youngsters was tremendous.
Following the introduction ceremonies, a barbecue lunch was
served to over 250 patrons. Donors to the meal were the Goldth-
waite Golf Course, Central Texas Telephone Co-Op, Butch and
Tamra Flint, Frazier Grocery, Roger and Betty Horton and Pro-
Tel Maintenance,. Parents were responsible for bringing the
beans and potato salad and Jim and David Smith were in
charge of the cooking of the barbecue brisket. Reggie Robbins
provided the public address system.
“We want to thank the team sponsors for making the league
play possible,” John Clifton, league president said. “Words are
not enough to express our true feelings of appreciation to the
LCRA, the City and Mr. Black for giving the day a ‘big splash,’
he added.

Sheriff gives commissioners court juvenile statistics
Mills County Sheriff Darwin made his
regular monthly report to the Mills County
Commissioners Court on Monday and said
that the department had already handled 18
juvenile cases so far in 1998.
He said that every one was from single-
parent families and that 38% of these
juvenile offenders were already enrolled in
some type of alternative education program
at their respective schools.
Sheriff’s department personnel handled
30 other cases this year, and have cleared
75% of these cases. At this time in 1997,
only 42% of the cases handled had been
cleared.
Odom also mentioned the need for a
juvenile detention center that is closer than
San Angelo or Belton. He said one is in the
planning stages at Brownwood, a coopera-
tive effort between Brownwood and New
Horizons.
In a related item, County Judge Randy
Wright informed the court of a grant appli-
cation through the Central Texas Council of
Governments that will be started shortly to
deal with “at risk children.” The grant will
provide funds for counselors to identify
problem children and provide beneficial
services to the families and the schools. The
$300,000 grant will carry a $17,500 match-
ing fund program locally between Mills and
San Saba Counties. Wright said the seven
school districts would pay a pro-rata share
of that matching cost to 'receive the grant.
Three pieces of surplus and forfeiture
equipment were sold by sealed bid at the
meeting. Don Henson was the high bidder at
$667 for a 1962 Chevrolet pickup. Green-
wood Machinery and Parts was the high
bidder on a 1991 Ford sedan at $1325 and
also on a 1979 GMC truck tractor, which
sold for $1675. Henson and Greenwood were
the only bidders on the vehicles. The court
voted to accept the bids by a unanimous
vote.
Commissioner Dale Henry reported on the
underground water meeting that will be
held involving the Fox Crossing Water
District. If guidelines are not met the
district may be dissolved according to
recently legislation in Senate Bill 1.
