before this country broke from Eng-
land, he said. "We ought to be in a
society where you can express your-
self politically."
He questioned why people who fly
flags for commercial purposes aren't
punished instead of people who use
flags to make political statements.
"It is disgusting to buy a piece of junk
because of a flag standing next to it."
But Rep. Allen Hightower, D-
Huntsville, has turned around that
political expression argument in a bill
that he hopes will help prevent flag
burning. He has filed legislation to
allow a defense from prosecution for East Texas grand jurors would indict

from desecration, although he is
finding some serious roadblocks to
passage.
His action comes in response to a
U.S. Supreme Court decision that
said a Texas law against flag de-
secration violates the First Amend-
ment of the U.S. Constitution.
"We've got to do something to
protect our symbol of freedom in the
world," Johnson said.
Johnson, a former Air Force fight-
er pilot, spent seven years in a pris-
on camp after his aircraft was shot
down over North Vietnam. Not all of
the American prisoners were kept in
the same room, but they felt united
by their homemade flag, he said.
"We knew it was there."
After Johnson's release in 1973,
he drove up to his home to find that
his wife had a flag pole in the front 1
yard and had flown a flag for years |
while she waited.
"I thought it was kind of neat,"
Johnson said.
Johnson, 58, said he still feels "a
twinge" when a flag passes by in a
parade or flies at half-staff in respect
for the dead.
He even reveres those oversized
flags flying over car dealerships and
malls. "It's one of the prettiest sites
I've ever seen," Johnson said.
"They are focusing on America by
doing that. I wouldn't want that to be
the flag of some other country."
Johnson had little trouble finding
lawmakers with similar emotions.
Rep. Bob Hunter, R-Abilene, actual-
ly beat Johnson to the punch in
asking the Texas Legislative Coun-
sel to draw up a proposal seeking a
constitutional amendment. But he
agreed to let Johnson be the lead
author when the Plano representa-
tive asked him.
"When you look a 7-year POW in
the eye and he wants to carry it, you
don't deny it," Hunter said.
Also, Texas lawmakers already
have a strong track record for flag
protection. Several measures are on
the books, including a ban on
embroidering the state flag on hand-
