over the county’s objections,
a Jury of View determined
that the far western end of
Upper Cibolo Creek Road did
not meet minimum county
standards and declared it a pri-
vately-maintained public road.
The move, backed by several
property owners along Upper
Cibolo Creek Road was seen
as an attempt to thwart Yates’
plans to build a bridge across
the creek and possibly develop
his ranch.
Yates has been seeking federal
approval for more than a year
to build the bridge that would
connect the bulk of his ranch,
which is north of the creek,
to Upper Cibolo Creek Road
south of the creek.
In response to a question from
Precinct 4 Commissioner Ken-
neth Rusch, Yates’ attorney,
Robert Kelly, said a primary
reason Yates wants the road to
return to county road status is
so it would be maintained by
the county.
In a separate, but related mat-

Cibolo Creek Road resident
John Focke asked that the sec-

lic road be declared a Class
The county received an update
on Kendall County’s Point of
Dispensing Sites Program by
Director Martha Barker,
Barker said the POD is a
nationwide program designed
to react to a bio-terrorism attack
or an outbreak of disease, such
as bird flu. Pills and vaccines
would be distributed from the
sites and would be coordinated
by the Centers for Disease Con-
trol. She said volunteers are
needed to be trained to man the
sites in case of an emergency.
Commissioners voted to autho-
rize county employees time off
to train as POD volunteers.
Commissioners have debated
for weeks what to do with his-
toric files that had been housed
in a vault in the Historic Court-
house, which is now being
renovated. State law allows the
records to be destroyed, but
several Commissioners have
balked at destroying the his-
toric records, some dating to the
early 20th century.
Commissioners voted Monday
to have the files moved from the
Old Jail, across the street from
the courthouse, to a county-
owned building in Comfort.
The county balked at approv-
ing a resolution in support
of Bexar County’s application
for a grant from the U.S. Fish
and Wildlife Service to create

people who dump at the Animal League, when he’s done so in the
past there have been retaliations. He also knows that other Boerne
charities such as Hill Country Family Services suffer with the same
problems.
“They leave large unusable pieces out there all the time,” Cookie
Edwards, operating director for Family Services, said. “We have
three pick-ups a week and that dumpster is always full. We come in
and there will just be bags of stuff lying around. It just makes it so
messy out there.”
Her solution to the unattended “donation” problem? “Don’t do it.”
However, because such organizations are dependent on contribu-
tions, Warren said, the charities must walk a difficult line.
“We accept the stuff and the reason We do that is that sometimes
people (give us) gems,” he said. But, he noted, the difference
between trash and treasure is fairly simple.
“People apparently think, ‘Just because it’s broke at my house
doesn’t mean it should be broke at the Animal League." If it’s bro-
ken, then we can’t fix it,” Warren said.
