Cotulla’s Boy Scout Troop 150
is very pleased to report that they
have gained a new Assistant Scout-
master. Reverend Ralph Mann,
pastor of the First United Methodist
Church has signed on as an Assistant
Scoutmaster with our Troop. Rev-
erend Mann is an experienced Scout.
He is also an Eagle Scout, having
obtained that rank in 1973. Rev.
Mann has been to many summer
camps including one summer at Bear

An 18-year-old Killeen man has
been arrested and charged with
unauthorized use of a motor vehicle.
La Salle County Sheriff Darwin
Avant identified the man as Ronald
Lee. Lee had apparently taken the
vehicle in San Antonio and stopped
at a service station on IH-35 in
Cotulla. The attendant became
suspicious and notified the sheriffs
office.
Sheriffs deputy Joseph Canales
observed the vehicle, a 1982 Pontiac
on IH-35, % mile north of Encinal.
The arrest was made by deputy
Canales.
In a separate incident, deputies
report that Jose Angel Soto, of
Encinal, has been charged with
burglary of a vehicle and public
intoxication. According to the report,
the burglarized vehicle was parked
on IH-35, two miles north of Artesia
Wells.
Deputies Ira Lansford and Willie
Sanchez investigated.

A Beeville man escaped injury on
May 13, when his vehicle struck a
whitetail deer on Texas 97, about
seven miles east of Cotulla. The
accident occurred at 4:30 a.m.
According to Sheriff Darwin
Avant, who investigated, the deer
was killed, and extensive damage
was reported to the front end of the
vehicle.
Farmers who want to retain
eligibility for USDA programs
benefits, including commodity
price supports, loans and crop
insurance, need to be aware of
the "Conservation Compliance”
provisions of the 1985 Food
Security Act.
This relatively new provision
requires farmers who have
“highly erodible cropland" to
have a conservation plan approved
and to begin actively implementing
that plan by Jan 1, 1990, said
David Wolfe, county agent with
the Texas Agricultural Exten-
sion Service.
The plan must be fully imple-
mented by Jan. 1, 1995. Each far-
mer should determine whether or
not these provisions apply to
his land. These provisions are
equally important to both the land-
owner and tenant, Wolfe said.
In some counties, limited cost-
share funds will be available to
assist farmers in implementing
their plans. Those funds available
through the Agricultural Conser-
vation Program (ACP), the Great
Plains Conservation Program
(GPAC) and other programs
are limited and will be distri-
buted in the usual manner. There-
fore individuals who have their
plans in place and make apro-
priate application will be in a much
better position to recieve those
funds than those who lag behind,
Scout Troop at Eden in 1987 and
served as their Scoutmaster for a
six month period as the Troop was
becoming established.
We are pleased that Rev. Mann
wants to continue his service to
Scouting and has joined our Troop
here in Cotulla as an Assistant
Scoutmaster. The National Office
of the Boy Scouts of America has
tested a new Scouting Program for
the past several years and they have
now begun the ground work for
introducing this new program into
the overall Scouting organization
effective this coming September.
A part of this new program calls for
an Assistant Scoutmaster to be
assigned specifically to assist new
Boy Scouts during their first year
of Scouting. Rev. Mann has accepted
the responsibilities of serving as
our Assistant Scoutmaster assigned
to this new Scout program feature.

Corpus Christi City Manager, Mr.
Juan Garza will be the Commence-
ment Speaker at the 1989 Graduation
ceremonies on June 2 at 8:00 p.m.
at Myers Memorial Stadium. Mr.
Garza is a 1964 graduate of Cotulla
High School and is married to the
former Rosario Selvera, also an ex-
student from CHS. Mr. Garza, who
calls himself a "cotton picker”,
is the son of Alejandro and Maria
Garza, who along with their other
nine children were hardworking
migrant workers. Mr. Garza learned
well from those back-breaking days
in the dusty fields where he worked
until he was 15 years old. The hard
work ethic has remained with him
as he puts in long hours in staff
meetings, budget preparations,
correspondence and memorandums
in his position as City Manager for
Corpus Christi.
In a recent article. Corpus Christi
Mayor Betty Turner was quoted
as saying, “Garza’s a bright,
personable, sensitive, and very
capable guy. He hit the ground
running and has been receptive to
opportunities to learn and change."
Mr. Garza received a Bachelor
of Science degree in Mathematics
and a Master of Business Admini-
stration from Loyola University.
His work experience includes

La Salle County Sheriff, Darwin
D. Avant reports that two prisoners
from the La Salle County Jail have
recently been transferred to the
Texas Department of Corrections
in Huntsville. Ron T. McLeod, age
40, originally of Dallas, will begin
serving an eight year prison term,
as a result of 81st Judicial Court
action in which McLeod was charged
with numerous counts of theft,
relating to several “hunting lease"
contracts that were not valid.
Fernando Ruiz, age 21, of Cotulla,
was sentenced to 10 years in prison
as a result of 81st Judicial District
action relating to charges of burglary
of a habitation. Due to overcrowding
at the State Prison, McLeod and Ruiz
spent approximately 45 days in
the La Salle County Jail, after
sentencing for available space at

Cotulla - The United States Postal
Service recently took a bold step
towards improving its posture in the
international expedited mail service
market according to Cotulla Post-
master Tom Ervin. A new half-pound
Express Mail International rate of
$10.75 was announced.
“Although the new rate is
$10.75,” says Ervin, “as an intro-
ductory offer, the Postal Service
is offering this service for $8.75
through June 30. Beginning July 1,
1989, the $10.75 half-pound rate
will go into effect. ’'
The previous rate for a half-
pound Express Mail International
shipment was $13 to Canada, $15
to Great Britain and $18 to all other
destinations on the Express Mail
International network. This network
includes nearly 100 countries.

the Cotulla Independent School
District Board of Trustees.
Prior to the Commencement
exercises, a reception, honoring Mr.
Juan Garza and the 1989 Senior
National Honor Society members,
will be held in the High School
Cafeteria. Invited guests will include
Mr. Garza’s family, personal
friends, teachers, and classmates.
The buffet is being prepared by
Mrs. Obie Ehlert, Food Service
Director and her staff.
We sincerely hope that you can
join our 1989 graduates in their
celebration of the ending of this
phase in their lives. No one knows
what tomorrow will bring, so let
us celebrate with them now - and
wish them the very best for their
future.

Manly, memorial chairman of the
La Salle Unit of the American
Cancer Society.
According to Ms. Manly, contri-
butions from the memorial pro-
gram are used to sponsor the orga-
nization’s attack on cancer through
balanced programs of research,
education, patient services and
rehabilitation.
"A thoughtful memorial contri-
bution fights cancer both nation-
wide and right here on the home
front where all of the local ACS
activities are carried about by
Wolfe said.

or whether or not their land meets
the highly erodible lands defini-
tion should check in county
offices of the Agricultural Sta-
bilization and Conservation
Service and the Soil Conservation
Service.
Developing the conservation
plan is a relatively simple pro-
