Project Engineer Al Boggus
and his staff, out at Lake Bard-
well, had a most interesting visi-
tor the other day. He was Kwai
You Wang, from Taiwan, who is
attending college in Georgia.
Kwai You is studying under a
scholarship furnished by the UN,
majoring in forestry and recreat-
tional development, noting that
Lake Bardwell is quite interest-
ing in the latter. Mr. Boggus
found him to be a bright, person-
able young man, dedicated to his
studies.
TODAY’S CHUCKLES
As the luncheon hour ap-
proached, a restaurant manager
called all of his waitresses to-
gether. "Today," he said, “I want
you all to look your very best.
Put on a little extra makeup,
see that your hair is attractively
arranged, and greet each cus-
tomer with a big smile.”
“What’s this all about? asked
one girl. “VIP’s coming in to-
day?”
“No,” sighed the manager,
“the beef is tough.”

The Texas Water Plan, a mas-
sive nine billion dollar project
looking as far ahead as the year
2020, is teetering on the edge
of defeat.
The proposed constitutional
amendment is trailing by 6,050
votes in the Texas Election Bu-
reau’s latest tabulation with an
estimated 20,000 votes still un-
reported.
The water bond issue was one
of nine proposed constitutional
amendments on which Texans
voted yesterday.
One other proposal—To raise
the ceiling on interest rates for
state bonds—is still undecided.
The latest tabulation shows that
296,270 have voted for it while
296,925 have voted against it.
The voters approved other
amendments that would raise the
welfare ceiling level from 60 to
80 million dollars, expand the
student loan program, provide
aid to survivors of state em-
ployes in hazardous occupa-
tions and deletes 52 obsolete
sections from the constitution.
At the same time they turned
down annual sessions of the state
legislature, pay raises for state
legislators, and tax exemptions
for water corporations.
