New York City is the largest
manufacturing center in the
United States. This fact again and
again asserted and demonstrated
in the census returns is now trot-
ted out to emphasize the truth
that it is the manufacturing forces
that build up large communities
and develop great wealth.
There is not a prominent Repub-
lican in the country who does not
deprecate the necessity of calling
a special session of Congress. The
situations are a little peculiar and
as instructive as peculiar. The
Republicans surrendered the gov-
ernment of the country to the
Democrats in a prosperous condi-
tion but the Democracy .would not
have it so and an extra session of
Congress was called to monkey
with the legislation and pass a
tariff bill that would knock out all
protection ideas and facing the
country towards free trade bring
in the Utopia promised as a con-
dition and not as theory to follow
the change. Sheol followed instead
of Utopia and now the people hav-
ing relegated the Democrats to the
rear the prospects of another extra
session are imminent this one to
undo the very work that its pre-
decessor accomplished. Verily
there are wheels in the political
head of this government and the
buzzing grows so loud that the
voice of reason and sense is not
heard.
It is not according to Hoyle that
the state of Texas should maintain
a Ranger service for the protection
of her Rio Grande border. That
border is an international one and
the expense of patroling it belongs
to the general government. There
should be one or two regiments of
scouts properly mounted and
equipped for service there their
expenses defrayed out of the Na-
tional treasury. There is also need
for special scout service along the
northern border of the state where
it touches the Indian Territory for
it is there that the real crimes of
the state are perpetrated and
those largely by desperadoes from
over the border who immediately
return to their hiding places in
the Territory as soon as they com-
mitted their acts of violence. Tex-
as suffers in her reputation in her
property and in the loss of valua-
ble on account of these
border raids against which she
should be protected by the arm of
the general government. Her
-tatehood claims this right.
It is astonishing what a heap of
olid comfort can be taken out of
one’s own potato bin and pork bar-
rel in real hard times.
A careful computation of the
voters of the city as shown in the
registration lists their nation-
ality and their distribution as
to wards will convince the cal-
culator that there has been al-
together too much stress laid upon
the importance of the Mexican
vote in determining the elections
held in this city and county.
It is growing more apparent that
this element is not so dangerous
to th© good government of the city
as it has been. There are hundreds
of intelligent citizens of Mexican
descent who realize that the city
should not be under the dominion
of the ignorant of any class and
these men will be found voting and
working with the business ele-
ments of the city in all local af-
fairs. Then the city is growing
away from its old conditions more
native Americans are coming to
make a local habitation here from
year to year and the best forces of
the people grow more rapidly than
the less desirable. The [cohesions
of party are less and less binding
also as the years grow and there
is more consideration for the in-
dustrial and economic interests of
the city than for the triumph of a
class or party. jiThe fight is be-
tween the bosses now and the
masses of the citizens and in such
a fight as this there can be but one
result the triumph of the business
class.
The charity that begins in a com-
fortable home and ends in a poor
man’s shanty with a load of pro-
visions and a ton of coal is that
charity that is read of in the good
book against which there is no law.
There is an unlimited opportunity
just now for its abundant exercise
in this city.
That solitary juryman who can-
not be convinced by the arguments
of the other eleven is often a means
of grace to justice but lie is uni-
versally cussed for obstinacy his
fidelity to duty unconsidered. This
is not dealing fair with a man’s
convictions.
The New York Sun defends the
pugilistic encounters on the score
that it maintains proper habits in
the pugilist demanding of him at
least a sound body. Yes while In
training but when that is over and
the man pays for his abstinence by
indulgence what will the harvest
be? Ask John Sullivan.
There was no dearth of interest
centering around the memory o f
Peabody the philanthropist when
his hundredth birthday anniver-
sary came around. The South af-
fectionately remembers his be-
quests.
The citizens of San Antonio that
is the business class no matter
whom they voted for in the late
municipal election will all expect
that the incoming Council will do
its business in a business like
manner and not monkey with the
city affairs as though they were no
one’s special concern. If the busi-
ness of the city is done upon the
same basis as the business of pri-
vate individuals and firms and
corporations is done there will be
no kick coming from any quarter.
The Texas Legislature is not a
brilliant body and their services
may be dear at any price but this
is no reason why the members
should not be allowed to draw the
pay that the law allows them.
Their live dollars per diem is what
they are serving for and it is not
just to deprive them of it. To dis-
miss tile legislature for two
months while the redistricting
business is being done by 'a com-
mittee and then only pay them
two dollars per diem on reassem-
bling is not a nice thing for a great
big state like Texas to do. If the
people have elected a two-dollar
Legislature instead of a five-dollar
one it is the fault of the people and
the Legislature is entitled to its
five dollars during the days that a
live-dollar per diem goes. This is
square dealing with the bark on if

New Orleans is priding herself
on her independence of New Eng-
land this winter. She has her own
object lessons in the fleecy frost
crystals and does not have to draw
on Boston pictures for a realistic
idea of what a genuine snow storm

It is a toss up whether the post-
office business of the country or its
state secretaryship has the worst
hand at the helm. Both Gresham
and Bissell are frauds of the first
water as cabinet officials whatever
else they may be in the private
walks of life.
There does not seem to be any-
thing in the situation to discour-
age the silver advocates in Con-
gress. There is no doubt that they
cannot force free coinage but they
can prevent exclusive gold.
One by one tne missing vessels
that have been almost given up for
lost are putting in an appearance.
Their arrival in port is worth a
king’s ransom to the hearts of
many anxious ones.
The reports from Colombia are
not reassuring. They seldom are
except to those who run riot through
all law and order and grow fat and
saucy on revolt and disorder and
governmental chaos.
Sherman stands by Cleveland in
the demand that the bonds shall be
paid in gold because gold was paid
for them but he says that the con-
tract was a losing one for the United
States.
There is no shinning round the
corner in this matter of an income
return. The man with the pre-
scribed $3500 must make his re-
turns or get it in the neck. Outcome
does not count it is income.
That threatened war with Mexi-
co would not be heard of in Guate-
mala were it not that Barrios may
have to decide for war in order to
save his head in a threatened rev-
olution. He is in doubt.
Betting is even whether Evans
or Turney is doing most to make
Tennessee Republican. No odds.
The Egyptian Khedive is getting
restless under British wassalage.
Indications are that France is
pricking him with an anti-British
pin and that the successor of the
Pharaohs feels it keenly.
Pearsall News says that the San
Antonio Light had good reason
for its Roosters last week. The
Light always does show when the
city business men come out on top.
It is built that way.
The country is emerging from
the late cold wave but it will be
some days yet before the cold
douches that has been given it by
Congress will have spent its freez-
ing force.
The League of American Wheel-
men never will abolish the race
distinction without splitting that
organization in twain. This is
simply a prophecy the truth of
which time will alone attest.
Foster has issued his warning
to those who go to sea and it
should not be lightly esteemed.
That weather crank gets nearer to
the gizzard of the storm king than
any other of his tribe.

Fishermen’s Memorial Mee'ang.
Gloucester Mass. Feb. 20.—
This evening a memorial service
will be held in the city hall of this
famous old town in memory of the
lost fishermen of Gloucester. May-
or Benjamin F. Cook will preside
and addresses will be made by Rev.
A. S. Gumbart of Boston and Mrs.
Eva T. Cook of this place. This
service will be held under the
auspices of the Gloucester Relief
association which lias for its ob-
ject the aiding of the widows and
orphans of lost fishermen.
During the twenty years from
1871 to 1894 inclusive 2062 men
were lost at sea from the port of
Gloucester.

A Winter Venetian Carnival.
Chicago Feb. 20.—A Venetian
carnival will be given today at the
South Side Turner hall under the
auspices of the Italian club. It
will be in imitation of the Mardi
Gras festival held in Venice Paris
and Now Orleans. All the Italian
societies in the city will take a
prominent part. The carnival will
be the first of the kind ever sewn in
Chicago and if successful will be
an annual affair.

Southern Farmers to Meet.
’ Vicksburg Miss Feb. 20.—The
Interstate Farmers’ Institute will
be held in this city for three days
beginning today.
Bishop Thompson will open the
Institute. An unusually large
number of farmers are expected to
be present as the troubled financial
situation will bring out many pa-
pers and addresses on the economic
situation.
