and an engine from the U.S.
Army Transportation Corps.
The Army engine probably
will be used as a static display
on the railroad.
The engine donated by the
City of Abilene is the same "4-6-
0” type as the newest
acquisition from California,
which should simplify main-
tenance and operation of the
two.
A third coach also was added
to the two chair cars already on
the line. It is a Santa Fe cafe-
observation car.
Other rolling stock on the
Texas State Railroad include
two cabooses, two flatcars used
for maintenance work, two
army hospital cars which are
being converted to open-air
coaches, a combination car to
be used for concessions, a
gravel car and four tank cars
which can be used for right-of-
way maintenance and fuel and
water storage. Refurbishing of
the cars is now in progress.
Meanwhile, the Parks and
Wildlife Department’s
Engineering Division is still
supervising the restoration of
track and bridges on the
railroad.
Restoration work is being
done by inmates of the Texas
Deparment of Corrections.
Thus far, some 40 percent of
the main line has been restored
with new ties and ballast. Nine
of the line’s 28 bridges have
been restored, the longest one of
which was the 1,095-foot span
over the Neches River.
Fencing of the right-of-way
and construction of the main-
tenance complex at Rusk
remain to be done.
Opening date for the Texas
State Railroad is slated for the
summer of 1976.

Hurricane "Carmen" lost
• most of her power yesterday as
"he moved inland after causing
two deaths, widespread flooding
and sugar cane crop destruction
in Louisiana.
Carmen’s 135 mile-per-hour
winds dwindled to 35 mph
hour gusts, spreading thun-
derstorms and rain over Texas,
Florida and the lower
Mississippi Valley.
Thunderstorms and rain also
were scattered from Lake
Superior to the Rockies, through
the nation’s northwest corner
and along the lower Atlantic
coast.
The only clear skies were
from California into the

WATER RAINS
ON TAXPAYERS
PORT ELIZABETH, S. Af-
rica (AP) — Local taxpayers
have to pay more for water
come rain or shine.
“If it rains a lot and we do
4 not need as much water for our
gardens, the city council in-
* creases the water rate because
taxpayers are not using enough
water to finance the council’s
water account;" says Neville
Cohen, chairman of the local
taxpayers association. “If it is
dry, the council increases the
water tariff to prevent tax-
payers using too much water.
How can the taxpayer win?”
