re-election for the senate when the
thirtieth legislature convenes next
January is uow practically certain
says a special dispatch to The Light
from Austin.
In state political circles at Austin
nothing else can be beard but the
Bailey affair and the rumor some time
ago that Bailey would likely have op-
position ha* resolved itself into a fact.
May Be More Than One Candidate.
The politicians are now looking
around for a suitable man to put up
against Bailey and from what could
be learned last night there may bo
more than one candidate In the field.
It was stated in yesterday's dis-
patches that an effort is to be made to
get former Senator Horace Chilton to
run. and it would not be surprising if
Railroad Commissioner O. R Colquitt
is not urged to make the race as it
1* well known that he came out with
flying colors in his defeat for governor.
Politicians at Austin declare that it
is now up to Governor-to-be Campbell
to come to Bailey's rescue and get him
out of his present plight as Bailey at
the state convention rendered Camp-
bell a valuable service at a critical mo-
ment bv coming out for him in bis

hell want* to get mixed up In the pres-
ent muddle in which Bailey finds him-
self.
No Hostile Move Here.
So far there ha* been no hostile
move against the candidacv of Sena-
tor Joseph W Rallev for re-election so
far a* San Antonio Is concerned The
revolt all over Texas at the prospect
of his re-election I* being discussed
with deep Interest by politicians of all
degrees of Importance. None of the
politician* care to be quoted on the
situation and but few’ who take active
part In the shaping of the political dos
tinlcs of San Antonio or the state will
discuss it above a whisper. So far as
the general public is concerned it Is
different. Nearly every newspaper
render has an opinion on the subject
and in private conversation does not
hesitate to express it.

"The reasons why Cuba must be-
long to the United States are many
and various" said a federal govern
inent official yesteraay. "That such
was expected from the beginning is
generally conceeded by those who are
on the inside.' The present state of
affair* was foreseen and even predict-
ed years ago.
“There is in Cuba $300000000 of
foreign capital. This needs such pro-
tection as can never be givea il by
the Cuban government. Of this sum
Americans have $120.000 000 invested
in railroads sugar and tobacco plan-
tations. mining cocoanut groves cat-
tle. city electric light plant* etc. Be-
side* this sum the English French
Germans Spanish and other nations
together have invested thre $lBOOOO-
- This immense mass of foreign
capital needs protection that cannot
be obtained under the present form
of government.
"The educated portion of the Cuban
population like that of all Spanish
colonies. i« limited to less than one-
tenth of the entire population. Thlr
educated part owns practically all of
the property outside of that held by
foreign interests. It is impossible for
this small portion of the natives to
control the great mass of the illit-
erate and hence dissatisfied who are
living tn poverty and squalor eager-
ly awaiting 'a change of thing*.’ They
have nothing to lose by a revolution
and possibly much to gain thereby.
"In Cubs as In all countries once
held by Spain. It Is the instinct from
long habit of the dissatisfied portion
to take the revolution method of se-
curing a living. They start a fuss tn
order to be bought off or for the pur-
l>ose of getting away with it ami land-
ing in office. This little trick has
been repeated so frequent!) - In Span-
ish-American as to have become the
regular course of the day's work.
“Capitalist* and owner* both Amer
lean and foreign realize this fact and
this unstable condition of affairs has
fixed in their minds a deterinfXation
to annex Cuba to the United State*
so that they may have a strong gov-
ernment to protect the property inter-
ests. It Is beliered that this process
tending toward annexation is now In
operation and It should be no sur-
prise to citizens of the United States
to find that thi v ire called upon to
reoccupy Cuba with tioopa as a re-

has few friends tn San Antonio who
will champion his cause. Fully 90 per
cent of the people who express them-
selves on the subject are in favor of
retiring him to private life at least so
far as the senatorship is concerned.
The other to per cent are saying noth-
ing and watching for the cat to jtunp*
It Is certain however that if a pri-
mary election were held In San An-
tonio tomorrow just merely to say
ye* or no whether the next representa-
tives from this county shall cart their
votes for the re-election of Mr. Bailey
more than 90 per cent of them would
vote No And. strangest of all. no one
has an idea who shall succeed him in
the event of his defeat.
What is Behind it All?
But what is back of all this? Is the
good government club of Harris county
which has gone to the extent of send-
ing out a half million circular letters
working In the interest of patriotism?
Are alt these democratic county chair-
men and other democratic high offi*
cials interested In seeing Texas repre-
sented by a ma# like Caesar’s wife
mountains high above suspicion? And
above all. |s the good government dub
of Harri* county so deeply patriotic
as to go down in Its pocket for SI<T.OOA
to pay postage on these 500.000 cir-
cular letters? Harri* county has not
heretofore boon noted for spending
sto.ono for the furtherance of patriot-
ic ends *ll at one time.
Where I* the nigger In the woodpile?
