After a four-day session the Trans-
Mississippl Commercial congress ad-
journed last night at 7 o «|ock.
entire day yesterday was spent in the
hearing and debating of resolutions
and but a few minutes were taken ip
in the installation of the officers of
the organization for 1911. Two of .he
officers put into office made short ad-
dresses and then the congress went
back to Its work.
i The business of the twentj -first an-
nual session of the Trans-Mississippl
(Commercial congress resolves itself
mainlv into the adoption of resolutions
calculated to effect the passage of
bills by the next federal congress.
These are:
Amendment of the present federal
laws governing the manufacture of
denatured alcohol and its sale so as
to better the conditions of small local
plants. . .
Laws which will throw open to in-
dividual patentees the coaß lands of
Alaska now withdrawn.
An appropriation of $500000000
for the Improvement of the national
inland waterways and harbors espe-
cially the gulf ports.
Measures establishing on the gulf
coast a large naval base and such .try
docks arsenals and ordnance factory
as necessary to render this base cffi-
cient. . . .
Classification of all unoccupied pub-
lic lands in the United States with a
view of rendering possible the intelli-
gent disposal of them for farming
grazing and mining purposes.
An extension of the reclamation ser-
vice to all swamp and overflow lands.
The necessity of having the federal
government enforce all anti-trust leg-

of cattle and sheep. The money neces-
sary to be derived from the rentals of
.government forest lands.
An endorsement of the home sugar
'industry and a protest against the
passage of further laws favoring the
importation of tropic sugar.
The passage of laws In state further-
ing the interest of good roads these
to be based on the laws now in opera-
tion in Colorado.
Recommendation for the further im-
provement of Aransas Pass harbor
and the admission to membership .In
the congress of the National Retail
Grocers and Merchants association.
Resolutions were also passed thank-
ing the city of San Antonio for its
hospitality. The various San Antonio
commercial and other organizations
which had contributed to the enter-
tainment of the delegates were also
remembered as was the local press
the railways postoffice and telegraph
officials all in fact who in any vay
had assisted in making the congress
a success- Thanks were extended to
Ike T. Pryor. Fred W. Fleming. Ar-
thur C. Francis and Ed F. Harris.
Today many of the delegates of the
Trans-Mississippi Commercial con-
gress are being entertained by the citi-
zens of Galveston where they have
gone to inspect the harbor and canal.

F. S. Pearson Comes Overland From
Encinal and Trip Looks
Significant.
The arrival of F. S. Pearson head
of the Mexico Northwestern system.
in company with his engineer. C. H.
Kearney overland from Encinal is
taken to mean that this company has
something in its mind in the way of
railroad building In Texas. Mr.
Pearson left last night for New York
and England. He was accompanied
for a day by Mr. Kearney.
Mr. Pearson stated that his present
plans call for the construction of 500
miles of railroad in northern Mexico.
The line from Chihuahua to El Paso
will be finished by June 1. Fifty miles
remain to be completed but this is
mostly tunnelling.
Mr. Pearson’s private car Republic
reached the city from the south yes-
terday noon. The car was parked at
the International & Great Northern
depot during the afternoon and was
attached to the northbound train last
evening. Besides Mr. Pearson other
members of the party are: Mrs.

hurts anybody.”
Officer Brown then related to the
court of frequent complaints coming
into police headquarters from resi-
dents along North Laredo street and
Ruiz street about the negro entering
several houses while in a drunken
condition and frightening the occu-
pants.
"I ought to give you the limit.''
said the judge.
"Please jedge. be merciful" plead-
ed the darkey.
"Well. I'll let you off with a small
fine this time. I’ll make it ten dol-
lars.” . '

ASKS ABCUT CHAPEL.
War Department Calls on General
Hoyt for Report on Probable
Date of Completion.
The war department at Washing-
ton has asked the commander of the
Department 'of Texas to make a re-
port on th* gift chapel as Fort Sam
Houston and the probable date of its
completion and delivery to the de-
partment. The chapel is well along
toward completion but it has stood in
an unfinished condition without pro-
gress during the past year.
Chaplain Perry has been working
for a year trying to discharge a num-
ber of unpaid obligations due for la-
bor and material that was used before
the building was presented to the gov-
ernment on the occasion of Taft’s visit
to San Antonio. About $3OOO are out-
standing and it is stated that when
this obligation is discharged a ennv
mittee of wealthy citizens stand ready
to take the building over and rush it
to completion. It is believed that the
business men will undertake to wipe
out tfie_ obligation and the magnifi-
cent chapel may be ready for occu-
pancy within the next few months.
