RISE IN MEDINA RIVER.
No Damage at Big l»am. But Work Is
Stopped for Time Being.
The heavy rainfall of yesterday
caused a very perceptabl* rise in the
Medina river and there Is now more
waler In the river bed than haa been
th* case *lnco construction of the Me-
dinn dam was commenced. At 11
o'clock this morning reports were re-
ceived from the dam site estimating
the rise at about four feet. The water
was flowing three feet over the top of
.the dam besides what was going un-
der the dam through' two 30-inch
waste pipes. No damage was done to
the dam as preparations have been
made for the coming of floods.
C. IL Kearney chief engineer of the
Medina company raid he thought the
greatest height of the flood would be
reached about noon and after that the
water would begin to recede. He
atated that beyond delaying the
progress of work little or no damage
would be caused by the excess of
water.
This is the first time since work
was started on .the project that the
river has risen to any extent. Just be-
fore operations were commenced last
year there was a downpour and the
Medina rose 26 feet. Mr. Kearney an-
ticipates heavy rains in March and
April but says in a month the dam
will have reached proportions to stand
almost any sized flood.

Drouth of Month Is Broken in

DALLAS Tex. Veb. 13.—General'
rains over the state were reported to-
day. After a month of dry weather
many of these rains were heavy
enough to insure a good season in the
ground for farmers even though no
more rain falls for some time. In the
Panhandle ft was reported to have
rained all night south as far as Chil-
dress. A heavy rain began in South-
east Texas near Beaumont soon after
midnight. Except the Brownsville
corner of the state every section re-
ported some rain within the past 18
hours.

the foundations already discovered
were half filled with dirt. At 2 o'clock
today however J. B. Nltschke super-
intendent in charge resumed the work
of excavating for the foundation of
the east wall the northern end of
which was unearthed yesterday. On
account of the delay. Governor Col-
quitt will probably not arrive till
Thursday.

An all night rain fell here the weath-
er bureau reporting a quarter of an
inch precipitation. State reports to the
Cattle Raisers' and Grain Dealers’ as-
sociation indicates that the benefit to
grain and grass is beyond calculation.

Colonel and Vasquez Gomez Laugh at
Rumor From Mexico.
When shown a dispatch from Mexi-
co City making inquiry if lie was in-
volved in a gigantic plot to ruin Mexi-
co through the money ring in Wall
street and that he is close to Vasquez
Gomez Colonel F. A. Chapa laughed
heartily.
“There is not a particle of truth to
that report; it is a joke” said Colonel
Chapa. “The idea of me being mixed
up with the money ring of Wall street
in a plot to ruin Mexico makes me
laugh. I am not now nor was I ever
mixed up with Wall street but some
times I wish I could get in with the
big Wall street financiers.
“And to say that I am close with
Vasquez Gomez is also ridiculous. I
have never met Vasquez Gomez. 1
would not know him if I saw him.”
Predicts Downfall of Madero.
Colonel Chapa discussing the situa-
tion in Mexico predicted that Ma-
dero’s government would come to an
end within the next sixty days. Asked
on what he based his prediction. Col-
onel Chapa said:
“The situation in Mexico today is
more acute than is told in the reports
published in the American newspa-
pers. On account of severe govern-
ment censorship it is impossible to get
full and true reports.
“Madero lacks executive ability and
does not understand the question of
how to control his people. That was a
bad blunder when he sent *100000 pe-
sos to Juarez for the pacification of
the rurales and malcontents. From
all over the republic will come re-
quests for pacification of that sort.
There will be numerous uprisings and
if Madero does not send the money
promptly the entire republic will soon
be aflame with the revolutionary
spirit. The Mexican people are dis-
satisfied with Madero’s government
and they will not be content until
Madero is out of the president’s chair.”
Vasquez Gomez Also laughs.
Emilio Vasquez Gomez said the re-
port was ridA’uIons that he and Col.
F. A. Chapa had reached an agreemejit
with Wall street monied men to bring
about the ruin of Mexico.
“Why should I want to ruin my
own country?" he asked. “Resides I
don't know Colonel Chapa. I've never
met him. He Is n Reyjsta and I am

past. It is too ridiculous to discuss
seriously."
Mr. Vasquez Gomez went <.n to say
that It would be an impossibility for
him to frame uu an alliance with the
money power of Wal] street.

murder of E. Hans Angelman. Ger-
man ranch owner at El Provenir in
Mexico has attracted attention of the
newspapers to conditions prevailing In
Mexico.
The general Impression is that the
United States will be forced ultimately
to interfere in that country.
The Boersen Zeltung says:
“Better a peaceful Mexico tinder
the United States than one devastated
by rebels.”
Die Post declares it would be
shameful for Germany to leave the
United States to exact punishment for
the murder of a German and de-
mands the immediate dispatch of the
German cruiser Bremen to Mexico to
take action.
