County implements hiring freeze
Judge Bilski, commissioners favor work force of ‘productive and efficient' employers
By JIM CUNNINGHAM
An Austin County employee, theoretically, shouldn't
be embarrassed or red-laced when
ing a payroll check
depositing or cash
Because a county worker should feel he or
she is an asset One that has earned his keep
Why?
"The days of reading a book or crocheting
out of a handbag (at one’s desk) are gone,"
according to County Judge Carolyn Bilski
During Monday’s Austin County
Commissioners’ Court meeting, Judge Bilski
emphasized she favors a work force com
posed of "productive and efficient employ
ees ” The commissioners concurred
As a result, commissioners approved imple-
menting a hiring Ireeze in all county depart
ments for full time employees while limiting
any new part time employees, if necessary, to
31 hours a week or less.
In a related agenda item, the court agreed to
restrict overtime pay except in cases of emer-
gency
Future job openings on the county’s job
force will be filled by transferring an employ-
ee already on the payroll into the open slot.
"We will transfer internally," said Bilski
Bilski said the county’s ultimate goal is
"doing more with less people."

County clerk to go ‘on-line’
in providing birth certificates
Carrie Gregor is with the government and she's here to help you
It’s true
Especially when it comes to providing a person with a birth certificate
Gregor, the Austin County Clerk, approached commissioners court
Monday during its regular session and sought approval to go "on-line' via
a contract with the Texas Department of Health to provide residents with
birth certificates regardless where they were born
Gregor said her office is asked for "certified copies of birth certificates
on a daily basis.” However, at present, the county clerk s office can only
“retrieve those that are born in Austin County ... and those not born in
Austin County would have to go to the county of origin for their birth cer-
tificates."
By going "on-line" at a cost to the county of $1 83 per document she
will have access to birth certificates from all 254 counties in the state
“It’s always been a long process — now we can get it in a matter of
minutes," said Gregor
Once “on-line," birth certificates from the years of 1926-37 and 1942 to
the present statewide will be available at the county clerk's office
Commissioners unanimously approved Gregor's request enter into the
contract with TDH

Family formula basis
for superb barbecue
By JIM CUNNINGHAM
Earlier in this century it was common for families, especially the larger ones, to
congregate come Sunday to share a meal
For W C and Rosemary Hinze and then seven offspring such a familiar activity
evolved into a business For the entire Hinze clan
“Family recipes, reveals Carl Hinze, who with his wife, Debbie, own and oper-
ate Hinze’s Barbeque and Catering in Scaly, "is what we re based on It all goes
back to family barbecues on Sundays Then Dad went broke in cotton and some
one suggested to him. Why not open up a barbecue place ′
Carl's dad heeded the advice, recalls Carl
"We started out in Wharton We’d both just finished up at Wharton County
Junior College They (mom and dad) said they’d put it up if we’d run it for them
It took so long to get it going With just a nickel here and a nickel there coming in
at the time," admits Debbie
In its infancy, the barbecue business was slow in cooking up customers To the
extent that Carl was forced to labor for Southwestern Bell over a 9-year period.
Twenty years later, through its stability and consistency in serving savory and
basted meat doctored from family recipes Hinzes Bar-B-Que in Wharton was
featured as the “Top Barbecue Joint" in the nation by Food and Wine magazine, a
New York based publication, in its June 1995 issue
Selecting Hinze’s for the honor was I rank Stewart, a photographer and barbe-
cue aficionado, who “ate his way across 37.000 miles of American roads to create
