Obituaries
CONRAD
Arthur Felix Conrad, age 94, of Devine, TX, passed
away May 16, 2005 in San Antonio. Arthur was born July
7, 1910 in La Coste, TX to the late John and Katherine
Salzman Conrad. He is also preceded in death by his wife,
Veronica Theis Conrad; brothers, Frank, Alex, Edwin and
Ralph Conrad; sisters, Agnes Spear, Olga Conrad arid
Alma Dobbyn. Survivors include his son, Louis Poerner
and his wife Amy of Devine; granddaughters, Marsha
Swilley and her husband Scott of Annhuac, TX, Karen
Oesterle and her husband Andy of San Antonio, TX; great
grandchildren, Katryna and Donovan Swilley; sister,
Theresa Meitzen of Cuero, TX and numerous nieces and
nephews. Visitation was Wednesday, May 18, 2005 from
12:00 noon to 8:00 p.m. with the family present from
6:00 p.m. to 8:00 p.m. at Tondre-Guinn Funeral Home.
A Funeral Mass was held Thursday, May 19, 2005 at
10:30 a.m. at St. Louis Catholic Church in Castroville.

Garrett said the morning event gives a chance for the com-
munity to come together before individual family scheduled
events.
“We want to emphasize that this is for the citizens of
Castroville to begin their Fourth of July. We encourage them
to spend the morning with us,” she said.

County buys new •
voting machines

As part of a federal mandate, county commission-
ers approved a $332,750 purchase for voting service
and equipment from Hart Intercivic--an Austin-based
company which sells voting machines. a
"The only good thing about this is the feds pay for %
it,” said Jim Barden, county judge.
Barden referred to the November 2002 Help America
Vote Act, which, among many things, requires states to
replace punch card voting systems and offer “uniform .
non-discriminatory election technology.”
Commissioners unanimously approved the measure
which allows disabled or physically challenged citi-
zens to vote.
The move, which must be in operation by Jan. 1,
2006, uses $4,000 eSlate voting devices to calculate
and tally votes. 1
The eSlate is a voting mechanism that uses a turn •
dial as opposed to popular touch screens.
Unlike touch-screens, which require special key-
boards for the blind, the eSlate is a universal machine
that can accommodate all, if not every citizen with
a handicap.
According to Michelle Shafer, director of communi-
cations for Hart Intercivic, the new machines can even
accommodate deaf and literacy challenged individu-
als.
“The eSlate will be accessible for people with visual
impairments, mobility impairments and people who 4
suffer from tremors,” she said. "
The new machines will be in place at every precinct
in the county, and will also incorporate new scanning
devices for citizens voting on paper ballots.
A representative from Hart Intercivic said the
new system, which ‘can scan and tabulate ballots in
seconds,' will be in place by November 2005.
The deaf will use audio equipment to have ballots
read to them. Shafer said tabulation with an electron
voting system is much more efficient and secure.
The system is now in use in Tarrant, Hays and
Brazos counties.
“Anybody could try it out. I think they will find •
it fun to use and most importantly it’s secure,” said
Shafer.
