The Texas Commission on Jail Standards
proposes an amendment to 263.83, con-
cerning meaning of "jails" or "facilities."
Having added sections in the past year re-
garding alternative type facilities, additional
titles need to be added to the meaning of
"jails" and "facilities."
Jack E. Crump, executive director, has deter-
mined that for the first five-year period the
section is in effect there will be no fiscal
implications for state or local government as
a result of enforcing or administering the sec-
tion.
Mr. Crump also has determined that for each
year of the first five years the section is in
effect the public benefit anticipated as a result
of enforcing the section will be to provide life
safety rules that apply to all types of facilities
the agency.oversees. There will be no effect
on small businesses. There is no anticipated
economic cost to persons who are required to
comply with the section as proposed.
Comments on the proposal may be submitted

The amendment is proposed under the Gov-
ernment Code, Chapter 511, which provides
the Texas Commission on Jail Standards with
the authority to adopt reasonable rules and
procedures establishing minimum standards
for the construction, equipment, maintenance,
and operation of county jails.
263.83. Meaning of "Jails" or "Facili-
ties." The use of the terms "jails" or "fa-
cilities" in this chapter shall include
lockups, low-risk and medium-risk facili-
ties, podular/direct supervision facilities
and county correctional centers.

Enforcement'

The Texas Commission on Jail Standards
proposes the repeal of 297. 1-297.10, con-
cemrning compliance and enforcement rules.
The repeal of these rules will allow for revi-
sions to these requirements to reflect actual
current procedures of the Commission and
coordinate enforcement action with the State
Office of Administrative Hearings procedures.
