the vote by which S. B. No. 28 was
passed and to table the motion to re-
consider.

SECOND READING
The Chair laid before the House
on its second reading and passage to
third reading,
S. B. No. 29, A bill to be entitled
An Act amending Paragraph a, Sub-
section (4), Section 1, Article III,
Chapter 334, Acts of the 51st Legis-
lature, Regular Session, 1949, as
amended (Article 2922-13, Vernon's
Texas Civil Statutes), by redefining
the term "exceptional children" to in-
clude language handicapped children;
defining "language handicapped chil-
dren"; and declaring an emergency.
The bill was read second time.
Mr. Heatly offered the following
committee amendment to the bill:
Committee Amendment No. 1
Amend Senate Bill Number 29,
lines 29, 30, 31, 45, 51, and 53 of
page 1 of the printed bill, by striking
the words "and learning"; and by
deleting all of the language of Sec-
tion 1, lines 11-19 of page 2, begin-
ning with the words "Provided fur-
ther" and ending with the words "its
inception."
The committee amendment was
adopted without objection.
S. B. No. 29 was passed to third

stitutional rule requiring bills to be
read on three several days be sus-
pended and that Senate Bill No. 29
e placed on its third reading and
