Bilingual
program
set
The Bilingual Program of the
Rio Grande City Consolidated
Independent School District will
start August 24 at the following
campuses: North Grammar,
West Grammar, Ringgold Pri-
mary, La Union and Grulla Pri-
mary. We encourage the parents
to participate in the implemen-
tation of said program. The par-
ents will be asked to form an
Advisory Committee in order
that the program can have the
necessary community involve-
ment and participation. The Ad-
visory Committee will be com-
posed of 3/4 parents and 1/4
teachers and administrators of
the school district. We wel-
come the support and advice of
the parents to implement this
program in our school. A com-
plete curriculum has been writ-
ten using the bilingual approach.
Children from the kindergarten,
first and second grades will be
involved in this program. A
teacher and a teacher aide will
be assigned to each classroom.
The teachers and teacher aides
have been trained in the use of
bilingual materials, supplies
and methods. Some of the teach-
ers attended workshops at dif-
ferent universities, others at-
tended workshops in conjunction
with other bilingual programs
of the Valley and during the
week of August 21. They will
receive further training by ex-
perienced consultants who have
been hired to give pre-service
training. The teacher aide will
receive pre-service training
August 17-18. Mrs. Arnulfo
Martinez from Edinburg will be
in charge of the pre-service
training for the teacher aides.
She will be assisted by Mrs.
Maria Elena Martinez and Mrs.
Adela Guerrero. Jose G. Villa-
rreal, Director of the program,
has given assurance to the com-
munity and to the school district
that the program will be a suc-
cess. The students will receive
training in Spanish and in En-
glish so that they will become
successful bilingual citizens.
The general goals of the pro-
gram are described in the sum-
mary submitted to the U.S. Of-
fice of Education by our school
district. This summary was
stated as follows:
Developing Bilingual Citizens
is proposed as a bilingual pro-
gram designed primarily to
meet the educational needs of
Spanish-speaking children who
do not have English-speaking
ability, however, it will provide
an opportunity for English
speaking children to learn Span-
ish. These children come from
low-income families and need
special assistance. A bilingual/
bicultural approach will be used
to develop in the students a com-
petence in the use of the En-
gish language, become more
proficient in speaking Spanish
and maintain or develop self-
esteem and legitimate pride in
both cultures. This project will
be piloted and evaluated for five
years with the intention of inte-
grating it into the curriculum.
The program intends to involve
the parents in the planning and
implementation of the program
and to direct all activities to
help students become worthy
citizens of the United States of
America.
HEADS GOLF FUND
NEW YORK (AP) - George
Chane of Greenwich, Conn., has
been elected president of the
National Golf Fund which is the
trustee for National Golf Day
funds. He succeeds Herb
Graffis of Fort Myers, Fla.,
who retired but remains on the
board
National Golf Day in 1971
raised $171,381 for various golf-
related charities.

New insurance
company in town
Final approval was granted
last Monday, August 14th, in a
hearing in Austin by tl.e Insur-
ance Commission for com-
mencement of business by Rio
Grande City's first locally-do-
miciled life insurance com-
pany, to be known as Richmond
Life Insurance Company. Rich-
mond Life has moved into its
newly remodeled offices in the
First State Bank & Trust Com-
pany's second floor. A portion
of the office space was form-
erly used as the bank's Town
Hall or meeting room.
Officers and directors of the
company include several pro-
minent Starr County business
and professional men, as well
as others with expertise and ex-
perience in life insurance com-
pany home office management
and sales. Robert G. Richmond,
Chairman of the Board and Di-
rector, R. Charles Richmond,
Vice-President an'i Director,
and H.P. Guerra, III, Secre-
tary-Treasurer and Director,
are well-known local bankers;
Dennis E. Hendrix, Edinburg
attorney, has been named Vice-
President and General Counsel
and also serves Richmond Lite'
in the capacity of Director.
District Judge O.P. Carrillo of
Benavides is a Director, to-
gether with Don Manges of Fre-
er and Dan Manges of McAllen.
Sam R. Hay CLU of Houston,
President and Director of Rich-
mond Life, is a retired former
officer of Great Southern Life
Insurance Company and has
been the chief executive officer
of several other life insurance
companies since his retirement.
Perry Horine of Portland,
Texas, Executive Vice-Presi-
dent and Director of the com-
pany, brings 23 years of sales
and agency experience to Rich-
mond Life.
Richmond Life Insurance
Company will commence its
business with a special emph-
asis on the writing of credit life
insurance. Other markets will
be entered in future years,
