Brownsville is closed to
hunting during the concur-
rent whitewing and mourn-
ing dove season.
Hunters must retain one
fully feathered wing on
dressed doves in counties
having a white-winged and
mourning dove season.
This requirement also ap-
plies when doves are im-
ported from Mexico or any
foreign country.
A $3 White-winged Dove
Stamp is required of all
hunters who go after the
fast moving birds this La-
bor Day weekend.
The stamp is available
at any Texas Parks and
Wildlife Department office,
at license sales stores in
counties open to whitewing
hunting and at sales stores
in major cities. The usual
hunting license is also ne-
cessary.
What's the purpose of the
stamp?
Fifty per cent of the mon-
ey collected from sales is
devoted to research and
management of the white-
wing.
The other half goes to

Not only that, the Parks
and Wildlife Department
can keep track of all white-
wing hunters and conduct
studies on harvest and the
economics of hunting.
The stamp gives non-
hunters a chance to further
conservation efforts on
white-winged doves and
non-game species which
have similar habitat re-
quirements.
Even if you don't have a
hunting license for the
stamp and never handled a
shotgun in your life, you
can be sure that your $3
is going to help in some
important work on one of
Texas' most beautiful
birds.

The Pan American Universi-
ty bicentennial committee has
completed a workshop for tu-
tors of students with English
language deficiencies, accord-
ing to Dr. H.J. Miller, chair-
man for the committee.
"One of the themes of great
concern to the bicentennial
committee of colleges and uni-
versities in Texas is to provide
better education for all students
and thereby further the function-
ing of our democratic institu-
tions," Dr. Miller said.
The workshop was a pilot pro-
ject for the training of tutors to
prepare them to better instruct
students who have deficiencies
in the area of basic skills in
English — reading, writing and
oral expression, according to
Dr. Miller.
The program was aimed prin-
cipally at the tutors who will
work with Projecto Esperanza
students on the freshman En-
glish composition course. Dr.
Miller said the aim is to pro-
vide a better avenue for the
students to enrich their under-
standing of the democratic ex-
perience and create a more
meaningful coordination of spe-
cial linguistic serve with the
university.
On the committee with Dr.
Miller are Dr. Jackson Bare-
field, Carlos Calderon, Dr. Ro-
ger Tolar, Reynaldo Gutierrez
and Dr. Jack Holliday.
Supervisors of the tutoring
project were Dr. Holliday, Will
Davis and Hector Garcia. Ten
hour-and-a-half sessions were
completed at mid-August.
