Ramirez, Cantu win
big in trustee election

Incumbent trusteee Jaime M
Ramirez and newcomer Juan M.
Cantu registered decisive victories
in Saturday's balloting for two
positions on the kio Grande City
CISD board of trustees.
In unofficial results, Ramirez, the
Position Four incumbent since
April 1986, received 1812 votes to
801 for challenger Rosendo R
Rivera. Ramirez carried La Union
School by a margin of 326-43 and
won Grulla by a count of 363-97.
Ramirez won the absentee vote by a
margin of 625-309 and carried
Roque Guerra Elementary School
332-192.
Rivera won the Multipurpose
Center balloting 98-95, and
Ramirez earned North Grammar
Elementary School by a slender
71-62 margin.
Cantu decisively won thf.
Position Five seat held by the
retiring Dr. Antonio Falcon, who
had been a school trustee since
April 1983. Cantu received 1641
votes to 855 for Juan Caro and 90
for Jose Luis "Yole" Garza.
Caro registered narrow victories
in tv/o polling places. He carried
the Multipurpose Center with 102
votes to 92 for Cantu and 2 for
Garza. Caro received 59 votes at
North Grammar to 49 for Cantu and
27 for Garza.
Cantu won the absentee vote
with 573 votes to 335 for Caro and
16 for Garza. Cantu won Roque
Guerra with 275 votes to 223 for
Caro and 26 for Garza.
Cantu won La Union and Grulla
by lopsided margins, defeating Caro
by margins of 309-38 and 343-98.
Gaiva received 13 votes at La Union
and 6 votes at Grulla
The RGCCISD board of trustees
was scheduled to officially canvass
the election results at a meeting at
6 p.m. on Tuesday, Jan. 21.
Caritu commented, "It was a
clean campaign. A number of
people turned out ori Election Day
in spite of the poor weather
conditions."
Cantu stressed, "I'm ready to
work with the board, the
administrator., and the (TEA)
monitor to continue moving toward
solutions to problems that TEA has
cited the district for
Cantu declared th.. is goal is to
"have a spirit of cooperation with
all board members and with all
persons working with the v.hool
district.
Starr County receives snow Numerous candidates
flurries, soaking rains
file for county positions
An Arctic cold front that blew
through Starr County on
Wednesday evening, Jan. 15
brought Starr County the extreme
rarity of brief and scattered snow
flurries on Thursday morning, as
well as several days of gusty winds
and soaking rains.
Brief snow flurries fell on Rio
Grande City between 8:30 and 9:30
a.m. Thursday morning. There were
intermittent snowflakcs at other
times during the morning, and
some parts of Rio Grande City
received light sleet during the noon
hour.
Soil Conservation Service
District Conservationist Arturo
Ibarra indicated, "The majority of
the snow fell along the river. It was
heaviest in the Roma area."
About the rainfall, Ibarra said,
"Most of the county got .3 to .4 of
an inch. It was a little heavier in
the Rio Grande City area."
The last time mcasureablc snow
fell in Rio Grande City was in
1967. Very brief snowllakes fell
during the severe Arctic blast in
December 1989 that dropped
temperatures into the teens.
Local weather observer Frank
Anderson said, "We just had a
couple of flakes occasionally. Some
people said it stayed on a few
cars...We didn't see any sleet."
Anderson said his residence
received .65 inches of rain, mostly
on Friday.
Anderson said that the
temperature dipped to 36 degrees at
his residence Monday morning. He
noted, "It was around 35 most of
the day Thursday. On Friday and
Saturday, it was briefly in the high
30's, but it stayed in the 40's most
of the time.
Mr. and Mrs. Elder Neie, who
live several miles west of Rio
Grande City, indicated that
approximately .58 inches of
moisture fell during the rainy siege.
A total of .44 inches fell in the 24
hours ending at 7 a.m. Saturday
morning.
The Neics indicated that Monday
morning's low temperature was 33
degrees. The low temperatures
dipped to 39 on Thursday morning
and 36 on Friday morning.
Thursday's high temperature was
only 40 degrees.
A number of county positions on
the Democratic party ballot will be
contested in the primary scheduled
for March 10.
In countywide races, three-term
incumbent Sheriff Eugenio "Gene"
Falcon, Jr., is being opposed for
reelection by Kenny Anderson.
In the Precinct One County
Commissioner's race, incumbent
RGCCISD trustees focus
on shortfall of $4800
At their regular monthly meeting
Wednesday night, Jan. 15, the Rio
Grande City CISD board of trustees
focused on a wide variety of Issues,
including the shortfall of $4800
discovered in the 1990-91 Audit
Report and the temporary
reassignment of a principal.
After an executive session of
approximately three and one-half
hours, the trustees look action on a
number of items. They noted that
the District Attorney's Office has
been asked to initiate an
investigation into the $4800
shortfall in deposits from the Tax
Office that was indicated in the
1990-91 Audit Report presented in
December.
Lopez said, "There is a shortfall
of $4800. The board is making
every effort to move forward on this
matter. The District Attorney's
Offive has been notified of the
board's desire for an investigation.
The TEA Audit Division ha^, been
contacted by the monitor (Jimmy
Vasquez). His (the monitor's) duties
are to keep TEA informed of what's
going on."
Lopez indicated that information
and records presented by CPA Jose
A. Hinojosa Wednesday night
indicated the shortfall occurred prior
to August 1991.
Assistant District Attorney
Carlos Garcia told The Rio Grande
Herald, "We have been contacted
and we will be investigating the
matter." He indicated that the
District Attorney's Office is
occupied for the time being with
the prosecution of a capital murder
trial in Edinburg.
The trustees voted to temporarily
reassign Ringgold Intermediate
Principal Julio Saenz, Jr., pending
the outcome of a TEA probe into
allegations concerning teacher
evaluations ami appraisals.
The trustees voted to temporarily
assign J.M. Longoria, Jr., to serve
as principal at Ringgold
Intermediate. Acting Superintendent
Romeo Lopez told The Herald that
"we're hoping that this is a short
time" before Saenz's status is
clarified.
The Herald attempted to contact
Saenz on Tuesday, but was
unsuccessful.
The board heard a presentation
from Raul A. Cabasa, a workmen's
compensation training consultant
working with Alexander and
Alexander, a loss control service.
He was introduced by Jesse
Trevino.
Cabasa indicated that

Jose Maria "Chema" Alvarez will
be seeking a fifth term. He faces
opposition from Ruperto Escobar.
Precinct Three County
Commissioner Eloy Garza will be
seeking a third term. He is opposed
by Eusebio Saenz.
Incumbent Tax
Assessor-Collector Maria Olclia
Saenz, who has held the position
since I9K3. faces opposition from
Cesario Barrcra.
County Attorney Romero Molina
and District Attorney Heriberto
Silva are unopposed in their bids
for reelection.
State Representative Irma Rangel
of Kingsville is unopposed in her
bid for reelection. The redistricting
free-for-all has resulted in State
Senator Frank Madia of San
Antonio representing Starr County
in the Texas Senate. Starr County
has been represented in the State
Senate by Senator Judith Zaffirini
of Laredo.
In the Precinct Four Justice of
the Peace race, Jose Adan "Coche"
Garcia, Eirain Carrera, Noelia
Munoz and Homcro Salmon will be
competing for election.
Precinct One Con.-table Comclio
Alvarez is opposed in his bid for
reelection by Manuel L. Escobar.
Ernesto Pi Ion am'! Miguel Garza are
running for the Precinct Two
Constable position.
Precim' Tlr Constable Carlos
"Lito" Garza and Precinct Four
Constable Aldo Medina arc both
unopposed in their bids for
reelection. Lcoriel Laurel and Jose
Rubio Alani/ are running for
Precinct Five Constable
Elias Solis, Jr., Victor Cantu,
Jaime Longoria, Eduardo Salinas,
Santiago Zarate and Jaime Solis are
candidates for the Precinct :?ix
Constable position.
Starr County Democratic Party
Chairman Benito Saenz, Jr., is
unopposed in his reelection bid.

Six jurors chosen
in capita! case

Pet. 3 Commissioner Barrera candidate
Jury selection is continuing in
the capital murder trial of Eustorio
Guzman Resendez in Edinburg,
with this procedure expected to last
several more days.
Assistant District Attorney
Carlos Garcia noted that on
Monday, Jan. 13, a motion was
granted by the judge to separate the
trial of capital murder defendant
Ovidio Garcia, Jr., for another time
Garcia's attorney, Mike Hernandez,
made that motion. Ovidio Garcia's
capital murder trial will thus take
place at a later time
Carlos told The Rio Grande
Herald on Friday that six jurors had
already been selected He indicated
that jury selection would probably
last all or most of the following
week. The trial is taking place in
the 139th District Court in
Edinburg. Judge Gilbcrto Hinojosa
of the 13th Court of Appeals in
Corpus Christi is serving as the

Eusebio Saenz of La Victoria
Ranch has announced his candidacy
for County Commissioner of
Precinct Three.
Saenz said, "The world is passing
us by. It is time for Starr County
to pull together and enter the 21st
Century. We have people who want
to work so we need to find ways to
create jobs. People need better
housing. We need to find ways to
provide livable homes."
Saenz added, "People need
community services. We need to
provide more community services
and make sure people know about
them 1 want to help work toward
these goals."
Saenz was born in I.a Grulla and
is one of 19 children. He graduated
from Rio Grande City High School
in 1964 and went on to become a
VISTA volunteer doing social
work.
In 1966 Saenz enlisted in the
U.S. Army, where he was quickly
promoted to sergeant. He was
honorably discharged alter serving
in Korea, and in 1969 he married
for Tax Assessor
Eusebio Saenz
Rosalinda Gutierrez. They have
three grown children: Linda,
Roberto "Bobby", and Diana.
Working as a contractor, Saenz
spent 15 years in the Dallas area
ami returned to La Victoria in 1984
to be closer to family and to work
toward developing the community.

Cesario "Chayo" Barrcra, Starr
County native and former Chief
Appraiser for the Starr County
Appraisal District and Assistant
Coordinator for the South Texas
Private Industry Council JTPA, has
filed for the position of Stan-
County Tax Assessor-Collector.
Barrera stated that the decision to
seek the position of Tax
Assessor-Collector was not an easy
one, since the present Tax Collector
(Mrs. M.O. Saenz) had previously
announced that she would not seek
reelection. Barrera said, "My
decision was made because of
encouragement and support from
people from throughout the
county."
Barrera commented, "With over
15 years of working in public
office, including eight years in the
taxing field, I feel it will help me
in operating an effective tax office

with the County Judge and the
Commissioners' Court, as well as
with the board of trustees from the
