Demo chairman discusses
procedures for recounts

FALL FESTIVAL SET— A fall festival will he held beginning at 5:30 p.m. on
Saturday, Oct. 28 at Immaculate Conception School in Rio Grande City. ICS is
celebrating 110 years of Catholic School Excellence. Here, first grade students of M.
Montalvo and C Mayne pose proudly in front of their school. A procession
honoring Our Lady of Immaculate Conception will lead to a mass that will he
celebrated at the Grotto at 6 p.m. There will he live entertainment throughout the
night and over 20 booths with food, games, bingo, hay rides and a drawing. The
drawing will he held at 10 p.m. The grand prize is a 1995 Nissan SX SE 200 with
nine additional prizes to be given away. Donation is $10. I ickets lor the drawing are
being sold at the school and may be purchased at the festival. Proceeds ol the
Festival and drawing will benefit the school. For more information call 487-2558.

Alvarez, Jr., indicates thai a number
of different procedures have to be
carried cnu by candidates in order for
recounts to Lake place.
Alvarez said, "The petition for
request should be addressed to the
County Chairman. The Chairman
within 48 hours must review the
petition, and must promptly notify
the petitioner of each defect, if any.
If no defects arc found, petition
shall be approved and the County
Chairman must note approval and
date of approval on petition and
notify each opposing candidate of
such approval,
"Deadline for filing a request for
recount is as follows:
"(A) Regular (when there is no
runoff). If there were just two
candidates in ihe race or if a
majority vote is not required, the
deadline is the later of 5:00 p.m. of
the fifth clay alter election or 5:00
p.m. of the second day after the
canvass.
"(B) Expedited (when there is or
may be a runoff). If votes were cast
for more than two candidates, and a
majority vote is required for
election, and a regularly scheduled
runoff is to be held, the deadlin is
the later of 2:00 p.m. of the tl r
day after election day or 2:00 p m
of the first day al ter the canvass.
"Costs incurred by a recount
request arc to be paid from ihe
deposit that must accompany the
petition if the outcome docs not
change, if such a deposit is
insufficient to cover the costs, the
petitioner is responsible for any
additional costs. Any part of the
deposit remaining after the costs are
paid is returned to the petitioner. If
the outcome of the election is
changed by the recount, the entire
deposit is returned to the petitioner.
The amounts for deposits arc
SI8.00 per precinct if the optical
scanner is used.
"However, there have been
instances whereby a petitioner will
request a hand count of optical
scanner ballots --- this requires a
S30.00 per prccinct deposit. Also,
early voting ballots arc considered
as a separate prccinct. To figure the
deposit for early voting ballots, you
must add one to the number of
ballots reported on election day.
Therefore, if you have 10 voting
precincts on election day, then you
multiply eleven times S18.00 (if
electronic count), or $30.00 times
eleven if you prefer hand counted.

automatic counting equipment and a
nominal fee for the County
Chairman ($15.00).
