GENTLEMEN:
In the preeont emerfenoy It la absolutely ne ceeary that the country's rasourca be
uaod tn full advantage to old In carrying on the war. Thla requires that all unnecaa-
aary service shall be eliminated In retail trade as well as In other Unos of business. The
Commercial Economy Board has made a careful lttveatla;atlon of the economics that
are poaeible In the delivery service of retail stores. Thla shows that a large) number of
men and vehicles can be released for military or other service that Is essential to the
welfare of the country.
The Board points out therefore that delivery service In retail stores can be very
substantially reduced Immediately by restricting the free delivery of small purchases
by eliminating special deliveries and by other means. If possible not mora than one
delivery a day should be made on each route.
The Hoard urges furthermore that the acceptance of returned goods be reduced
to an absolute minimum and that all non-essentlnl operations tn each store bo elim-
inated. "
There la such urgent need for men and equipment In other work that the country
cannot endure the waste that Is occasioned by the abuse of the returned goods privilege
and accommodation deliveries of small purchases.
