The Council decided not to appoint a
City Scavenger for the present.
The contract with tho Hastrop Ap-
veiitiseh to do the City printing having
expired. Mayor Moore announced tnat it
was in order to make a new contract
with one of the papers in Hastrop to di
the City printing for the ensuing year
Whereupon, The Hastrop Advertiser
alone submitted a bid for said work, viz
to publish the Council proceedings free
iif charge, and regular curre.acus .oniarj
rates for all other printing, which bid
was accepted, and ordered that all City
printing be given to said paper.

To the City Council of the City of Bas-
t rop:
Gentlemen: You, as well as the gen-
eral public, are aware that 1 have made
an issue with the Water Light Co., of
Bastrop, by refusing to si^n their lait
quarterly vouchers, issued under itscoti-
traet with the City of date February the
15th, lKSM. As you are well aware, my
refusal to sign this voucher was based
on the ground that said contract was
illegal and void. I am still satisfied that ]
my judgment in this respect is correct, I
but as a matter of law I am satisfii 1 that j
should said company proceed against
me by a mandamus suit, I would be com
polled by a decree of court to siitn the ■
voucher. The uigning of the voucher
being merely a ministerial act, I would
not be permitted to set up in defense the
illegality of the contract. Therefore, in
order to avoid a suit to which I could'
not make a successful defense for the '
reasons above staled, I suggest that you
I pass an or ler revoking your former or-j
