The Texas Municipal Retirement System pro-
poses an amendment to 129.2 and new
1129.12, concernming domestic relations or-
ders. The' amendment to $129.2 would
change the statutory reference in that section
as a result of the codfication, transfer, and
renumbering of Texas Civil Statutes, Title
110B, and would redefine the term "alternate
payee'. New 9129.12 is added, which pro-
vides that payments to alternate payees ex-
capt under certain previously-approved
domestic relations orders will be a straight life
annuity based on the life of the alternate
payee.

has determined that for the first five-year
period the sections are in effect there will be
no fiscal implications for state or local govern-
ment as a result of enforcing or administering
the sections.
Mr. Mormon also has determined that for
each year of the first five years the sections
are in effect the public benefit anticipated as
a result of enforcing the secticns will be the
reduced administrative cost to. the system.
There is no anticipated economic cost to indi-
viduals who are required to comply with the

tem with the authority to adopt rules
necessary or desirable for effective adminis-
tration of the system.
129.2. Definitions. The following words
and terms, when used in this chapter, shall
have the following meanings, unless the
context clearly indicates otherwise.

Alternate payee-A spouse, former
spouse, child, or other dependent of a
member or retiree who Is recognized by a
domestic relations order as having a
right to receive all or a portion of the
benefits payable by the system with re-
spect to such member or retiree A per-
son who is so designated in a domestic
relations order, or who is shown in a do-
mestic relations order as being entitled to
receive any portion of a participant's accu-
mulated deposits or retirement benefits of
any nature].
