Hospital trustees fill unexpired board position; approve
$370,000 for C room addition, software and equipment
In their November 20 meeting, the Hemphill County Hospi-
tal board appointed Michael Bentley to fill the unexpii-ed term
of Tommy Andrews who submitted a letter of resignation citing
health issues. Bentley was sworn in by CFO Christy Francis for
the term which ends in June 2007.
Bentley joined the board just in time to endorse major pur-
chases by the hospital district totaling $373,604, some of which
had been in the works for several months.
Part of the process began in July when the board made the
decision to change the district's financial package and order
entry program to Computer Software Systems (CSS) at a
cost of $75,000. For several months before that, the board had
been exploring a new setup for the CT scanner which has been
housed since January 2005 in a mobile unit parked at the west
side of the hospital. The unit Was difficult to heat and cool and
caused difficulty in transporting patients as they were exposed
to the elements. An addition to the hospital was considered to
hold the CT scanner, but the CSS package offered the capabil-
ity of a PAC system to digitize reeords and radiologic images
at a cost of $90,871 and $41,450 for the x-ray digital equipment
and additional monitors. The space savings allowed for the
idea of incorporating the CT scan room within the radiology
department's existing area. The cost of that project is esti-
mated at $68,800, including the remodeling and architectural
and consulting fees.
In the November 14th meeting, when many of the bids were
considered, the board opted to update the portable x-ray for
$36,000 and the base x-ray for $61,483. The current equip-
ment is aging and in one comment to the board, member Venita
McPherson expressed her belief that having updated equip-
ment was essential in the retention of medical staff. The CT
scanner will also be upgraded to a single-slice Helical with a 30-
scan minimumper month at $6,900. The district currently pays
an average of $4,290 a month for scans and has been averaging
22 scans a month.
Funding had been set aside for the CT room addition
through a designated CD of $197,000 and an ORCA grant of
$50,000. The board approved financing $250,000 for a 5-year
term at 5.875% through Government Capital Corporation of
Dallas, with George Briant abstaining from the vote.
After a long discussion of insurance options, the board also
accepted bids for renewal of health insurance coverage from
Lemon Insurance: Blue Cross with a $1,000 deductible at a rate
29.8% higher than last year's rate and about 20% higher than
the amount budgeted. Also included was a bid from Guardian
for Dental and Life AD&D. Board member Venita McPherson
made the fii'st motion to accept the renewal with the Dental
and Life that died for lack of a second. The debate centered
on ways to lower insurance costs, including higher deductibles
and Health Reimbursement Accounts. Michael Bentley then
made a motion for a higher $2,000 deductible and a higher em-
ployee rate. That motion failed 3-2 with Bentley casting the tie
breaker. David Cook then made a motion for another option with
a $1,500 deductible. That motion failed as well. McPherson then
repeated her original motion, saying she was opposed to raising
employee costs with the other options. The motion passed with
George Briant in opposition.
In other business, the trustees:
•14th: Approved a resolution for Level IV Trauma Designa-
tion Re-Application.
•20th: Were reminded of the upcoming hospital Christmas
party on December 8th.
•20th: Accepted Dr. John Murphy's offer to purchase the
clinic's microdermabrasion machine at a cost of $7,000. Ad-
ministrator Robert Ezzell recommended the sale because he
had been informed by Dr. Tony Cook that the clinic is no longer
making use of the machine.
•20th: Approved a 27th pay period totaling $20,238 for all
full, part-time and PRN employees, including the administra-
tor.
•Reviewed an EMS budget report for fiscal year 2005-2006
and discussed the stat sheets.

istrator Robert Ezzell, Board members, Mike Gardiner, Ven-
ita McPherson, George Briant and David Cook, CFO Christy
Francis, DON Rayanna Davina, IT Gena Christensen, Shan-
non Long of the Business Office, Michael Bentley and Record
reporter Cathy Ricketts.
Those present for the November 20 meeting were Ezzell,
Gardiner, McPherson, Briant, Cook, new board member Mi-
chael Bentley, Francis, Long, Verna Beth Morrow of Cana-
dian Insurance, Darren Chisum, Clint Allred and JanaWard of
Lemon Insurance of Booker.
