sioners of said district, and the premiums on such bonds shall be paid by
the district and charged as operating expense.
Sec. 13. The Board of Port Commissioners of the district shall select
a depository or depositories of said district under the general provisions as
are now or may hereafter be provided by law for the selection of deposi-
tories for counties in this state. The board, in the selection of a deposi-
tory, shall act in the same capacity and perform the same duties as is in-
cumbent upon the County Judge and the members of the County Commis-
sioners Court in the selection of a county depository. Such depository or
depositories selected or to be selected by such board shall have all the
powers and duties as are provided for county depositories and shall execute
a depository bond or bonds, or pledge collateral in lieu of or in addition to
surety company bonds, as are now provided by law, or as may be provided
by law in the selection of county depositories. When such depository or
depositories have given bond or bonds as provided by law and the same
have been approved by the board of commissioners, all funds of the dis-
trict of any and all kinds shall be deposited therein by the officers or agents
of the district designated and appointed by the Board of Port Commis-
sioners to collect and deposit the same. All said funds shall be paid into
the proper accounts and kept separate, same being interest and sinking
fund account, construction account, and maintenance and operation ac-
count. No funds shall ever be paid from the interest and sinking fund
account except to pay the interest and principal on the proper indebted-
ness. The district depository or depositories shall make a report of all
moneys received and all moneys paid out at the end of each month and
file such report with vouchers and proper records of the said district with
the person acting as secretary of the Board of Port Commissioners.
Sec. 14. Each of the port commissioners, within ten (10) days after
his election, shall take and subscribe an oath of office with conditions
therein as provided by law for members of the County Commissioners
Court, and enter into a good and sufficient bond in the sum of One Thou-
sand Dollars ($1,000) payable to the district, conditioned upon the faithful
performance of his duties as such port commissioner. The cost of enter-
ing into said bonds shall be paid by the District. The bonds of the first
Board of Port Commissioners shall be approved by the County Judge of
Jefferson County, Texas, and the bonds of all port commissioners there-
after elected shall be approved by the Board of Port Commissioners.
Sec. 15. No director, officer, agent or employee of the district shall
be directly or indirectly interested in any contract for the purchase of
any property or the construction of any work by or for the district, and
if any such person shall be or become so interested in any such contract
or purchase, he shall be subject to the penalties provided by law for state
and county officers under similar circumstances.
Sec. 16. The Board of Port Commissioners shall hold regular meetings
at least twice each month on the day and time to be designated by said
commissioners, as well as such special meetings as may be called by the
president, or by the request of three (3) members of the Board of Commis-
sioners.
Sec. 17. Bonds of the district may be issued when the Board of Port
Commissioners shall find that such are necessary by an order entered of
record in their minutes. The board shall direct the district engineer to
make an estimate of the cost of repairs, extensions, or additional improve-
ments necessary, together with all expenses incident thereto, or such
board of commissioners may on its own motion estimate said cost of im-
provements and expenses incident thereto and order an election to be held
to determine whether or not the bonds of the district shall be issued in
an amount sufficient to pay the cost of such improvements and expenses,
