An Ordinance Defining and Providing
For the location and Regulation of
Automobile Tourist Courts or Camps,
Automobiles, Trucks, Trailers or
House Cars Within or Adjacent to
the Corporate Limits ol the City ol
Bastrop; Providing for a License; fo%
Violation of This Ordinance; Con-
taining a Saving Clause and Enact-
ing the Necessary Provisions Incident
to the Objects and Purposes of This
Ordinance, Whether Mentioned in the
Caption or Not. and Declaring an
Emergency.
BE IT ORDAINED BY THE CITY
COUNCIL OF BASTROP. TEXAS
SECTION 1; DEFINITIONS.
(A) An "Automobile tourist camp '
or "court" :s defined to be any lot.
tract or parcel of land used in whole
or in part where parking facilities
and accommodations are provided bv
day, week, or for a longer period of
time, with or without compensation;
composed of two or more units for
the use of human hr.bitation or liv-
ing or sleeping quarters incident
thereto.
(B> "Unit" is any place, plot or
parcel of ground located within
"tourist camp" or "trailer camp"
where apartments. r\x>m.~, tourist
cottages, tents, tent-houses. house-
cars .trailers or automobile-traile's
are erected or maintained or placed,
used, intended or de-iimated to bv
used as living rnd sleeping quarters
by % single family.
(C) The word "automobile, truck,
trailer, or house car" shall mean anv
structure intended for or capable of
t>eing moved fr«:>m place to placc.
either by its own power or power
supplied by some vehicle attached or
to be attached.
(D) The term "owner", when used
in this ordinance, shall be construed
to mean any person, firm, corpora-
tion, association, partnership or soc-
iety who has control, direction, main-
tenance and supervision of automobile
toarist courts or tourist courts, or
house-enrs or automobile-trailer?,
vrtiether as owner or otherwise.
(E) The term "person" shall in-
clude both singular and plural, and
*&all mean and embrace any indivi-
dual. firm, corporation, association,
partnership or societv and their
aeents. servants or employees.
SECTION II: REGULATIONS
(A) No person shall park, place
or locate any automobile, truok, trail-
er, or house-car used for human hab
itation, upon any street or nark in
the City of Bastrop, for a longer pet-
iod than four hours. Any automo-
bile, truck, trailer or house-car ver
•wenty <20> feet in length shall be
narked pa allel to and within six (fl)
inches of the right side curb and off
the main traveled portion of said
ptreet or hithwav, and frcing in the
direction which traffic shall be des-

roadway.

vided for in this ordinance.
(C) An automobile, truck, trailer i
or house car, as herein described,
may, if properly equipped and pro-1
vided with modern sanitary facili- ;
ties, including the supply of pure and
wholesome water; proper toilet fac-1
tiities; proper garbage disposals to
tidke care of sanitary needs of auto-
mobiles, trucks. trailers or house-
cars that would be satisfactory, and
tint approved 6v the city health and
■wutarv department, in compliancc
■with aJl sanitary and police regula-
tions of said City, and with the writ-
ten consent of the owner or adjacent
owner or householder or the person
legally in charge of said land and ad-
jacent property be allowed to tem-
porarily occupy any lot or parcel of
ground in said City, where no other
automobile, truck, trailer or house
car is located, for a period not long-
er than four weeks under the fol-
lowing terms and conditions as here-
in set forth:
1. The person in charge of said
automobile, truck, trailer or house-
car shail obtain the written con-
sent of the owner, adjacent own-
er, householder, and adjacent
householder of the lot wherein said
house-car is to be located.
2. The person in charge of said
automobile, truck, trailer or house
car shall, upon obtaining the
written consent, apply to the city
secretary for a temporary permit
for temporary occupancy of said
lot, which permit shall only be is-
sued after inspection and approval
by the health, sanitary and police
authorities of said City.
3. That applicant further agrees
to comply with all health, sanitary,
plumbing and police regulations,
and further wave all rights of oc-
cupancy and tendency to said lot
or parcel of ground to be occupied.
4. That applicant agrees to vac-
ate at any time upon complaint of
the property owner, adjacent pro-
perty owner, house-holder or ad-
jacent householder or at the will ol
the city constituted authorities on
violation of any rules and regula-
tions of said City.
5. Upon filing application for
temporary occupancy of said lov,
the applicant shall pay an appli-
cation and license fee of $0.50,
which will permit the said appli-
cant, to occupy said property for
one week from date thereafter,
which may be renewed for a per-
iod of three consecutive weeks
thereafter, under the terms ar.d
conditions as herein set forth by
paying a license fee of $0.50 in
advance for each week thereafter.
6. The application shall show tho
nanu' and address of the applicant;
name and address of all parties
who will occupy said automobile,
truck, trailer or house-car; licens"
number and make of automobile;
the approximate time he intends to
occupy the said location and th«
forwarding address of said appli-
cant.
SECTION III: DESCRIPTION

adjacent to the corporate limits of
the City of Bastrop unless the owner
shall file an application for a permit
in writing, si tting forth the nam" j
and address of the applicant; name
and address of the parties to be in!
charge; proper descriptions of tlv
location f said tourist camp >r
f>urt. The application shall fil
plan showing the dimensions and
size of the court, including the size
and location of the units, the loca-
tion of sanitary units with specifica-
tions and plans which shall be follow-
ed in detail after approval by the re-
spective city authorities, which shn'l
comply with all sanitary, building,
utility and police rules and regula-
tions of said City. Further, that the
applicant agree to comply with all
building, zoning, health, sai.itary and
police rules of said City, and that the
said applicant shall set out in the
said application the need and demand
for the establishment of Raid ramp
or court.
A fee of $10.01 shall accompany
said application, payable to the City
of Bastrop, which shall he considered
an application fee and inspection fe>
for the approval of the application,
and shall not be returnable whethei
permit is granted or not.
Upon approval of said application,
an annual permit shall be issued
thereafter, on payment of a license
fee of $10.00 mii.imum and $1.00 ad-
ditional for each unit of said camp
or tourist court, which permit shall
be good for one year from the date,
and may be renewed annually in
advmce thereafter.
(B) Each automobile tourist cam},
shall be divided into units not less
than twenty-three (23) feet in width
and thirty-two (32) feet in length,
marked off in rectangular shape and
designated on said plot of said camp
and registry, a copy of which shall
be at all times on file with the City
Secretary and in the camp office.
Each unit shall be served with pro
per toilet facilities, said toilets be-
ing connected with a private cess
pool meeting the requirements of tho
health department, City of Bastrop
and State of Texas and the Sanitary
Code of the United States Health
Service and each unit shall be well
drained so all surplus water will be
carried off from the camp.
(C) Each camp shall have an
eighteen (18) foot drive-way, hard
surfaced, all weather and accessible
to each unit at all times. The drive-
way shaJl be well marked as well as
the units ar.d said drive-way shall be
lighted at night-time.
(D) The owner or operator oj
said camp shall at all times be re-
sponsible for the accumulation of
trash and garbage, and if not immed-
iately removed upon notification by
City Officeis, it shall be removed by
city officers at the expense of the
owner.
(E) Separate toilets, baths and
wash rooms for each sect in ratio
of one for every ten units or fraction
thereof which shall be separately
housed, well lighted, well ventilated,
fly screened openings and construct-
ed of moisture proof material, per-
mitting satisfactory cleaning and
floors of concrete or similar material
with floor drains, shall be maintain-
ed.
(F) No camp shall accommodate
Caucasian and other races in the
same camp.
SECTION IV: RULES ANT)
REGULATIONS.
It shall be the duty of the owner
and manager to prescribe rules ami
regulations for the management fo:
court- and camps, and to make ade-
quate provisions for the enforcement
f same. A copy of which shall b<>
displayed it; the office < f the camp
and given to eneh user of any unit
itpon registration; said regulation
must have the approval <>f the cit>
health officer.
It shall be the duty of the owner
to keep a register requiring the
signature of all persons accommo-
dated. including names of the per-
sons, their home address ami descrip.
tion of their automobile and othei
vehicles; and their intended duration
of stay; their forwarding address,
which shall at all times be open for
inspection for all regulatory author-
ities. It shall be unlawful for more
than one family to use one unit, for
the use of the cottage, trailer, or
trailer-house-car as living and sleep-
ing quarters.
Upon refusal by the City^ Secre-
tary, the applicant ha* a right of ap-
peal to the City Council. For violx-
tion of any rules and regulations, the
City Secretary has a right to cancel

AT CHRISTMAS TIME
The Elsie Maynard Bible Class
met in the home of Mrs. Ernest
Barnhill Friday afternoon at 2:30
o'clock.
The meeting was called to order
by the president, Mrs. John Allen. It
was reported that 160 underprivileged
children had been given toys, fruit
and candy by the class with their
"Santa Claus Fund". The class vot-
ed to give $10.00 for the Red Cros.-.
war relief fund, and deeded to pur-
chase a Defense Bond. The class will
meet every Tuesday afternoon and
sew and knit for the Red Cross. They
; will meet with Mrs. Towery this com-
' ing Tuesday.
The meeting was then turned ovei
to Mrs. Claude Jennings, who cot.
ducted a Bible study from the 13th
Chapter of I Corir.thians
Delicious refreshments were serv-
ed to the following members: Mrs.
John Allen. Mrs. J. P. Sharp, Mrs.
Hnry Schuyler, Mrs. A. C. Smith,
Mrs. L. C. Price. Mrs Claude Jen-
nings, Mrs. J. B. Todd, Mrs. L. C.
Towery.
HENDRIX-BOGART
Miss Hrttie Pearl Hendrix, dau-
ghter of Mr. and Mrs, Aubra Hen-
drix, became the bride of E".rl Mor-
ris Bogart, son of Mr. and Mrs. R.
C. Bogart, Sr., of Smithville on Sat-
urday evening at 8:30 o'clock, at the
home of her parents here.
The ceremony was performed by
the Rev. L. D. Hardt, pastor of the
First Methodist Church.
Mrs. Bogart is a graduate of the
Bastrop High School and has been
working at the Milady Beauty Par-
lor in Smithville.
Mr. Bogart is r. graduate of the
Smithville High School, and is em-
ployed with the M.K. and T. Railway
Company. Mr. and Mrs Bogart will
make their home in Smithville.

Said plaintiff's petition was filed
on the 26th day of December, 1941.
The file number of said suit be-
ing No. 10,201.
The names of the paities in >aid
suit are: Bernice Harlow as Plain
tiff, and Alton Harlow as Defend-
ant.
The na'ure of said suit being sub-
stantially as follows, to wit:
Plaintiff is now and has been a
bona fide resident of the State of
Texas for more than twelve months
and residing in said County of Bas-
trop for more than six months next
preceding the filing of this petition.
That plaintiff and defendant were
duly and lawfully married in June,
1934.
That plaintiff and defendant have
lived separate and apart for more
than three years, and that defendant
has permanently abandoned plaintifl
and their minor child, Ruth Harlow.
Wherefore plaintiff prays defend-
ant be cited and upon final hearing
she have judgment for divorce and
custody of said minor child.

SECTION V: GENERAL PROVIS-
IONS FIXING PENALTY.
Any person, firm, corporation, as-
sociation, partnership or society vio-
lating any provision of this Ordinance
shall be deemed guilty of a misde-
meanor, and upon conviction thereof,
shall be punished by a fine of not
less than 15.00 nor more than $100.00
and every day such violation continues
shall constitute a separate offense.
SECTION VI: SAVING CLAUSE.
If any section or provision of any
section of this Ordinance shall be heln
to be valid, ineffective or unconsti-
tutional for any cause whatsoever,
shall not affect the validity cf the re-
maining sections and provisions of
this Ordinance.
SECTION VII: ORDINANCES RF
PEALED.
All Ordinance- or parts of Ordin
r.nces in conflict herewith, shall in-
and are hereby repealed
SECTION VIII: CUMULATIVE.
This Ordinance sh tll be cumulative
cf all of the Ordinances of the City of
Bastrop, and of all laws of the State
cf Texas.
.SECTION IX: EMERGENCY.
Wherean, on emergency is appar-
ent for the immediate preservation of
order, good government and public
health, that requires this Ordinance
to become effective at once. There-
fore, upon the passage of this Ordi-
nance it shall be effective from and
after the date of its passage and pub-
lication.

7th day of January, A. D. 1942.
