Consultant Proposal Request
Background. The Texas Depart ment of Public Safety in ac-
cordance with state statutory requirements and regulations
invites proposals for consultant services for t Ihe continuation
of the development and implemrnentatoi of a personnel
system consistent with Equal Employment Opportunity
guidelines that will provide for the selection, assignment, and
promotion of qualified personnel. LWIW. Inc. conducted a
job analysis, job requirements validation, and career develop.-
ment study for the department commencing in 1975. Copies
for review are available at tle I)PS headquarters in Austin.
Texas.
Description of Services To Be Performed. In order to
capitalize on the results of past research and complete the
next segment of the validation of the I)PS selection processes.,
this consultant proposal request concerns the following:
(1) D)evelope and validate an entry examination for the
police communications operator selection process.
12) Update and broaden previously conducted job
analysis. including positions newly authorized, positions not
previously analyzed, recommending deletion of obsolete
and/or nonapplicable job descriptions, and updating all other
posit ions.
13) Recommend reasons and guidelines for t ihe adoption
and implementation by the I)epartment of Public Safety
upon completion of the project.
14) A Personnel Officer Ill will have the primary respon-
sibility to maintain and continue a current and accurate
ongoing job analysis of positions wit hin the department dur-
ing the period of this grant. The selected contractor must
work with and inform this personnel officer regarding
methodology, reasoning, and other matters utilized in per-
forming and arriving at the recommendations on this project.
The-successful bidder for this grant must agree to accept the
overall validity and professional quality of the previous pro-
ject and continue the study in the most logical manner, and
follow and be consistent wit - Guidelines on Employee Selec-
tion Procedures, Title 29, ('Chapter XIV, Parts 1604-1608, in-
clusive. Code of Federal Regulations: Testing and Selection
Employees by Government Contractors. Title 41. Chapter 60,
Part 60.3, Code of FIederal Regulations. Bidders are en-
couraged to include whatever degree of detail deemed ap-
propriate, but must include tie following:
(1) A general description of an approach to the proposed
engagement. including a project plan and schedule (time
frame) of at least the major tasks to be performed.12) The qualifications of the organization; its background
and experience in tests validation, prior researc and engage-
ment experience, and the expertise personnel that will be
assigned to the proposed engagement: tl-e willingness to be
interviewed in Austin deemed necessary by the depart ment:
and name and address of clients for whom similar services
have been performed will be helpful for tie evaluation.
13) Any conditions or contractual requirements deemed
necessary for iticlusion in an anticipated contractual agree-
mnent. sucl. as met lhod for payment (i.e.. monthly. quarterly.
completion lump sum).
(4) Provisions for periodic consultation willt an .\dvisory
Committee to be appointed and paid by il-e department
should be included.
Progress Reports. Month l-ly progress reports will be re-
quired to be submitted to t i-e Texas I1)epartient of Public
Safety and copies will accompany our quarterly reports to
Criminal Justice division . .\ list by name and date of in-
dividuals contacted must be included wit ll- montil-ly reports.
Period of C('ontract: Funding. All materials, supplies. of-
fice Ielp, and travel expense will be furnished by the consult-
ing firm and included in 1-e contract price. The Texas
Department of Public Safety has a need to complete this pro-
ject by September 30. 1981. Requests for proposals with a
range of $42.000 to $.6.000 will be considered: however. pro-
fessional and contract services exceeding $36.000 will auto-
matically be eliminated.
Notification of intent to submit a proposal by letter or
telephone as soon as possible will be appreciated. A
minimum of eight copies is required for eadc proposal. Please

Selection Criteria. Select ion of t -e count actor will be made
by a committee selected within t ie department. Eacl- mem-
ber of the committee scores points from one to 10 in each ap-
plicable area as t-e proposals are studied and all scores are
added. Points will be scored according to tie firm s stated
ability of ti-e task to, be performed. prior experience of
organization antd personnel assigned to pro-ijectl, interest prior
to proposal being submitted. organization s fulfillment of the
needs of the project. TI-e select ion committee reviewing the
proposas for til-is prject will give serious co nsideration to
firms with in-depti- understanding and familiarity with the
task to be performed and related departmental policies, pro-
cedures, and historical development of current I)PS applica-
tions. An iral interview may be required of the fitrins receiv-
ing tle three i-igl-est scores. if t1e com inittee deems neces-
sary. before final determination is made.
