WHEREAS, the Federal Job Training Partnership Act of 1982, (Public Law 97-300), makes available
funding for job training and retraining of the unemployed and the economically disadvantaged; and
WHEREAS, the Job Training Partnership Act (JTPA) of 1982 aforementioned authorizes the gover-
nor to designate sub-state service delivery areas (SDAs) each of which
(I) is comprised of one or more units of general government;
(2) will promote effective delivery of job training services; and
(3) is consistent with labor market areas or standard metropolitan areas or is consistent with
areas in which related services are provided under other state or federal programs.'4
