MEMORANDUM OF UNDERSTANDING
On May 22, 1975, Mr. Joe Benites, National President of LULAC met with
Mr. Ed Morga and Frank Galaz in Los Angeles, California regarding the action
taken by the LULAC Supreme Council on March 21. 1975, suspending said members
pursuant to the LULAC Constitution, "Article V, Section 11 (b) - 5. Present at the
meeting were attorneys, Moses R. Luna and Mr. Joel Valenzuela, representing all
-concerned parties, along with Richard Silva. ^
Discussions at this meeting resulted in the following agreement:
(1) That for purposes of promoting unity within the organization, it would
be in the best interests of LULAC as a whole that Mr. Joe Benites poll
the members of the Supreme Council to determine whether or not the
suspended parties are to be reinstated pending a hearing on said suspension
" on June 25, 1975. Mr. Benites further agreed to recommend reinstatement
pending said hearing.
(2) That the lawsuit of Galaz and Morga vs. LULAC be dismissed. A motion
was made by Mr. Valenzuela to dismiss said lawsuit and said motion was

(3) That in the event the charges originally brought by the Supreme Council
leading to the suspension of said members are pursued by any individual
member, the parties will be advised as to the specific charges and
allegations made against them, and the matter would be resolved by the
•National Assembly on June 25, 1975. That for purposes of this hearing only,
the charges brought aginst said parties will be in writing and sworn to by the
individual or council with the name of the charging party designated.
*(4) Pursuant to the above, a telephone poll was conducted by Mr. Benites on
May 22, 1975 and a majority of the Supreme Council members voted to
lift the suspension of the parties pending a hearing at the National Assembly.
Attempts were made to contact all members of the Supreme Council, however
