TO: ALL LULAC COUNCIL PRESIDENTS & VICE-PRESIDENTS FOR YOUTH
FROM: DANIEL IREGUI AND ARNOLDO TORRES
DATE: AUGUST 27, 1979
SUBJECT: LULAC'S PARTICIPATION IN THE RFK - YOUTH POLICY INSTITUTE INTERNSHIP
PROGRAM
Our National President, Ruben Bonilla, Jr., has expressed his concern to us
of the need to examine policy issues that affect Hispanic youth and the need to
take action to increase Hispanic awareness of existing and proposed youth policies
and their importance.
We have investigated various possible areas of involvement for LULAC and we
have identified a youth program that we feel affords LULAC a unique and worthwhile
opportunity to do somehting about this need: The Youth Policy Institute Intern-
ship Program (YPII). You will find enclosed a copy of the program application form
with all of the specific information about the program.
BRIEF DESCRIPTION OF THE PROGRAM:
The Youth Policy Institute, an Organ of the Robert F. Kennedy Memorial, is a
youth operated public policy research organization oriented towards helping young
people understand and act upon policies and issues that affect them. For example,
juvenile justice, youth employment, federal youth policy, drug and alcohol abuse,
education, and many others.
To help young people play an active role in the development and understanding
of programs that concern them, the Institute monitors youth policy as it develops
in Washington D.C. and across the country, and administers the following:
The Program Exchange Network which encourages young people to evaluate succes-
sful youth programs in different parts of the country and adapt them for use in
their own communLties;
The Research Center which brings young people to Washington, D.C. to study ex-
isting policies and to examine alternatives, with the guidance of experienced men-
tors in government and the private sector;
Youth Forums which are locally sponsored community conferences on youth policy
issues; and
The: Student Press Service, a national "wire Service" for high school newspapers,
