dog-on-dog attack, the case is ongoing, said Betty Wade
with Bastrop County Animal Control. Wade confirmed that
Animal Control on Wednesday picked up one of the two pit
bulls in question, and that her office was currently investi-
gating to find out who the rightful owner of the dogs is so
they can be cited.
Wade said Animal Control has to see or have evidence of
a dog outside of an owner's property with no one attending
the animal in order to pick the dog up. Wade outlined the
responsibilities of county dog owners.
"They must keep their animal on their property at all
times," Wade said. "(The dogs) must be currently vaccinat-
ed. If they have an aggressive anim al, that animal should be
contained. There's quite an expensive future in store for (the
dog owner) if they are not. Also, if an animal attacks some-
body and bites them, they can become liable for the dam-
ages."
There must be proper communication between the com-
plainant and animal control, Wade said. Anyone who sees
what they consider a dangerous dog out in the county should
go to Animal Control and fill out a statement, after which
someone can be sent to investigate, she said.
Wade emphasized that the Gobies' situation was not an
isolated incident and that similar situations were being
reported throughout the county.
A problem arises when the dogs are let out to roam with-
out owner supervision outside of Animal Control's working
hours, Richard Goble said.
"(The dog owners) know the way the county works, with
the cops not being able to do anything about it, and they
know the pound and when they are on duty," Richard Goble
said. "They know how to play the game."

have a life of 30 to 50 years, but this line is fed from a lift
station which may turn on and off up to 200 times a day, she
said. Such sharp changes in pressure are being blamed for
the line's problems, she added.
When the line is replaced later this year it will feature dif-
ferent materials designed to avoid future problems, said
Chanslor. Officials are still studying what material will be
most suitable, she said. "They're still looking at what will be
the most cost effective," she said.
Construction should begin in the next two months and
take about six weeks to complete, said Chanslor.

Five fourth-grade students from Red Rock Elementary
School were taken to San Antonio's Christus Santa Rosa
Children's Hospital where they were treated and released.
Three bus drivers, two teachers and two parents were
taken to Metropolitan Methodist Hospital and released,
Williams said.
After the wreck the non-injured students were transferred
to air-conditioned buses provided by the San Antonio Fire
Dept. before their return to Bastrop.
Williams said counselors were provided back in Bastrop
for any students who wished to talk about the accident.

expects refund

may have overcharged
Bastrop State Park and the
Lost Pines Golf Club as
much as $55,000 for elec-
tricity since 1999, and
Tuesday the Bastrop City
Council will consider an
agreement aimed at fixing
the problem and preventing
a recurrence.
Texas Parks and Wildlife,
which operates the popular
state park, completed some
electric system improve-
ments in 1999 which linked
the park's main power sup-
ply to the golf club, which
had been metered and paid
for separately, according to
city Finance Director Lamar
Ozley.
The city, which was not
informed of the internal
changes in the park system,
continued to bill the golf
club separately, even though
its usage was also recorded
on the main park electric
meter, Ozley said in a May 7
memo to the council.
The effect was double
billing, which was discov-
ered in 2005 while BP&L
was helping park personnel
on a different issue.
The city and the state
agency have been in talks
since then on how to unravel
the issue.
Ozley said the proposed
resolution involves several
steps. Parks and Wildlife
wants the city to assume
ownership of the electric dis-
tribution system inside the
park. The city would agree
to accept responsibility if the
agency will pay for certain
upgrades.
Ozley estimated the cost
of upgrades at $160,000.
From that amount the city
would agree to deduct the
amount of overpayments
since 1999.
Lower Colorado River
Authority engineers are
designing the upgrades, said
Ozley. City electric crews
will perform the work, he
said.
Board calls meeting
The Bastrop school board will hold a special meeting with
the public, titled "Community Conversation," on Tuesday,
beginning at 6 p.m. in the Bastrop High School Ninth Grade
Academy at 602 Hill St.
The meeting was recently scheduled by the board after
residents expressed concerns at board meetings over the past
several months that the district needed to communicate in a
more open manner with the public.
Superintendent Roderick Emanuel, school board mem-
bers and other B1SD officials "will be in attendance to listen
to community concerns and answer questions," according to
a Friday press release signed by Emanuel.
On Friday district spokesperson Donald Williams added if
audience response is such that people want to talk beyond
the alloted hour and 15 minutes then that will occur.
