The reqau t of the Ocmmission for an opiaon
on the above sub-t reads, in part, as follows.:
"A part of Hose Bill 792 sand the amend-
ant contained in Senate Bill 269 provided in
part, as follows:
"'All fees received by the State from
licensee issued under this Act shall
be made available to the Railroad Com-
mission for use in paying the legiti-
mate expenses incurred in administer-
ing and enforcing the provisions of
this At, and for- no other purpose;
provided, however, tbhat any exces
funds rstemaining at the end of each
two-year pertod shall go to the Gea-
evl k~n.'
"The rider, as adopted by the 50th Legis-
lature, reads as follows:"'All tfes received by the Rail-oad
