In this view of the case the language
can only be construed as a formal de-
claration of war by the president
agulust his old allies and u.i a rallying
cry of a new party for the campaign of
1870.
In either event therefore whether
we are to consider it as a mere ebulli-
tion of passion ou the part of the
president' or as the deliberate utter-
ance of his opinion of tho present state
of affairs uml of his policy for tho fu-
ture we think we are Justified In pro
nounclng . it the most significant
political utterance that tho country has
heard since the close of the war.
Xo language can express the import-
ance to tho people of the South of the
declaration and promise contained In
the last sentence: "I have done with
them aud they will have to take care
of themselves." This is all they have
ever asked. This they have a right to
claim tinder- the' constitution. The
party in power with Grant at its head
has proclaimed by lW actions for eight
years that oaths are but wind aud con-
stitutions aro but paper. If the presi-
dent is fixed in bis expressed deter-
mination to henceforth regard the
constitution -of his country rind his
oath of oftioe thereunder and will keep
hands off aud mind his own official
business the " monstrosities " ho has
nursed into bolng will soon rapidly
resolve themselves into their original
elements the carpet-baggers flying like
gorged buzzards back to their Northern
roosts ' aud tho sweet-scented sons of
Africa vacating the legislative halls
they have polluted aud returning with
a renewed zest to those agricultural
pursuits for which they are by nature so
especially endowed.

Hon. It. W. Loughrey lute of tho Jef-
ferson Times and now of the Austin

Throckmorton. The end Is not yet;

It is scarcely necessary to write you
anything lu relation to what has been
done here That no doubt has been
anticipated by telegraph. But 1 cannot
refrain from saying a few words in re-
gard to tho election of United States
(Senator which occurred yesterday.
As you are uwarc the veteran Journal-
ist Colonel DeMorse was withdrawn
early in tlio contest. The race was
then between ex-Governor Throck-
morton Hon. John H. ltcuguu and
General 8am Bell Maxey. The Ural
named gentlemen were In the lead
with a preponderance in favor of the
ex-governor. But on Tuesday night
the friends of Bengali and Maxey held
a caucus uml formed n coalition
which resulted the next day to the
surpriso of every one in the elect ion
of Maxey who up to that time had ex-
hibited no irreat strength and it was
supposed had been withdrawn. Why
Judge ltcuguu submitted to such a
result is inexplicable. The sole pur-
pose of '. the caucus was to defeat
Throckmorton whose election up to
this period seemed certain. When we
consider the eminent services of this
distinguished Kcntlcman his lifc-louc
devotion to tho interests of the State
and thut he was displaced by federal
power and Its bayonets such treat-
ment It occurs to niuiiv thinking men
here was as unjustifiable as it was
reprehensible. 'ot that Judge Reagan
would not have been acccptible to tho
people or a very lursre portion of
them It inny have been in the end to
a majority of the Legislature but that
bis friends. (lesualriiiK of his success
should have thrown their strength to
a weaKer candidate.

The Republican majority in the senate
of the United States lias belittled Itself
for ten yeas past by refusing to allow a
ofbust Chief Justice Taney to be placed
ill the Supreme court chamlter along
side of the other distinguished Jurists
that had preceded him. Sumner of
Massachusetts was tlio leader of the
opposition to this measure. . Recently
while he was absent from bis seat in
the senate a bill was brought forward
and passed providing for doing this
tardy act of justice to ono of the most
eminent and purest men that ever
wore the crnilue of the United States.
The measure has to puss the house
before it becomes a law.
As however Butler who seems to
have the house bottled up and under
his control once ranged politically
with Taney and swore hy the Pred
Scott decision It Is not likely that any
opposition will be made in that body.
The Dallas Hkrai.d comes to us as
bright and neat as no other paper in
Texas. We arc glad to see such evi
dent signs of prosperity and hope that
the good work of Thk Hkkauv will
continue to he duly appreciated. Pi-

an accurate count and examination will
place In the larger wheel 2000 leather tags
cut by the same Ole exactly alike aud bav
lug numbers on them from 1 to 2000. corre
sponding to the somber of all tho tickets
sold. ; A aliullar committee having flint
exanimedcouuted folded and sealed up In
140 aquaro boxes precisely alike a many
slips of paper on which are printed the 140
gifts of denomination from flu to 11600 will
then place these 10 sealed boxes containing
the gifts la the smaller wheel. . Both wheels
will then be tamed until their content are
thoroughly mixed. A blindfolded boy
under 15 years of age; will then draw from
the larger Wheel one of the tags and hold
Ing It up In full view or the audience iu
number will be called loud euongh for all to
hear by the crier appointed for this purposo:
the tag will then be passed to a committee of
three distinguished cliUens who will say
whether the number has been rightly called.
It will then be passed to a registrar who will
file it Upon a copper wire prepared for the

The number of the tag thus drawn cried.

clerks In separate books prepared for the
purpose.
