It U really amusing to wilzesa the gravity
the sageaess with which some people ua
make themselves superlatively ridiculous.
The Austin Statesman discussing. Id in ludi-
crously grave or gravely ludicrous waj the
question of the vice-president's succession to
the presidency in case of the death of the
president or bis power to act during the in-
ability of the president trora any cause ia
enough to make a cast-iron man sniile.
Miserable man don't you know that the con
stitulion settles and fixes theso quostions

goodness rake lead something beside tbe

Tbe tight of the vioo-prosidout to assume
the title of president in case of
tho death of the president is doubly settled
by unvar)ir(; custom in throe cases and also
by the overwhelming vote of both houses in
1841 At the extra torsion of congress in
1841 a few days after Tyler's accession to
tbe presidency the usual resolution provid-
ing lor a joint couimitteo to wait upon the
president was refused amendment in both
branches proposing to strike out tbe word
president aud insert "vico-presidont
now exorcising the office of president
of the United Slates." The amend-
ments failed without a division iu the house
and by a vote of 8 to 38 in the senate. There
may be some doubts as to the powers and
dutirs of the vice-president in case of the
president's simple inability to discharge the
duties ot his otlice but thero can be none as
to succession upon tbe death of the presi.
dent. His tenure of place Hues this point
whotlier ho be a native of New York state
or of Canada for tho highest tribunal has
already adjudged him by its ollioial acts a
native-burn citizen. If it be true that Mr.
Arthur is a native of Canada the constitu-
tion has already been troddon under foot by
this defiant party that makes a president
in defiance even of law or of popular will
and Mr. Arthur will bo president whilo
limine will no longer dictate the policies of
this government since if Mr. Arthur retain
him in his place as chief CHb'met officer ho
will not dare lay down a line of action for
this man whom he drove from association
with Mr. Garfield and who though the
second officer in the government was mop.
cilessly driven with all bis forces to the wall.
The Garfield administration ends; the Ar-
thur administration begins.
General N. G. Shelloy of Austin prosi-
dent of the Mexioan war vetoran association
of this slate has issued a call for a meeting
of the association which reads as follows:
Couradis: The association of tho veter-
ans of tho war with Mexico have not hail
their annual meeting sinco tho 8'.h day of
May 1878. Your president with your ex-
ecutive committee have not callod you to-
gether and designated a day lor a reuni n
during these years not because wo did not
with to meet you in social converse and in
so far as we might in the autumn of our
lives renew our youth and live
over again our soldier life with its
incidents and patriotic inspirations; hut bo
cause we realized with you the incotiven-
ienca and expense attending such a reunion
and that many if not all of
you could not att'ord the out-
lay necessary to brhig us
togothor at any point designated. Time is
rapidly thinning our ranks reducing our
numbers; and the lapse of a few years more
and thero will bo none of us remaining even
to cat! tho roll or identity the service of a
comrade. While the country at d govern-
ment for which we fought and perilled our
lives may be unmindful of us and ungrate-
ful for our achievements it is loft to us to
keep fresh and green in memory tho irupule
sesofour younger lile and tho love of
country which impelled us to respond
promptly to its call when our services were
needed to protect its honor or avenge an
insult ottered to its flag.
Wo may alio preserve a record c our iden-
tity and services which our children may
appreciate aud perpetuate in lbir memory
and the memory of their children if our
goyern tnont and country do not. After so long
an interval that our identity may not bo lost
and that our records may be preserved the
executive committee have directed your
president to onlor a reu ion ol the members
of tho association of surviving veterans of
the Mexican war during the capital stato
fair at the city of Austin at its next annual
meeting. Comrades you are therefore ear-
nestly and cordially invited to meet together
At the fair grounds near the city of Austin

us hear you once agb n at "roll call." Lot

parted and renow and strengthen tbo tios of
tho old soldiers who romaio. The necessary
effort will ba mado to cocure accommodations
by all railroads.
Wo like tbe following from tho Waia-
