not derm the exaction of the penally of the

the Commirsidners hava fixed the amount

. You will also ace that interest at (he rate
of fifteen per centum from the date of the
proclamation of the President June 7 1S02
is to be collected only after actual aale;
and that interval at the rata of ten per
centum is allowed only in casea of neglect
to pay within tb aforesaid term of sixty
daya ; and there ia to be reckoned from the
day of laying the tax exacted only in tase

which only about 3000 can vote undor tho
rigid proscription law. Tho majority of
Ihcso voters aro 'Irishmon and Gorman
Jows holding but lil tlo property in tho
city. This clcmont elects the Muyor 'nni
controls tho Police etc. Tho antipathy of
the Irish to tho negroes is well known and
this arrangement placed a largo number of
Irish in Iho Police and thus tho quarrel
with Ihe negroes was effeotcd. Tho riots
were simply au onslaught upon tho negroes
by the Police nnd fire companies instigated
by Ihe incendiary harrangues of a Mayor
of thoir own choico and neither civilian
rebels or returned rebel soldiers had any-
thing to do with the outbreak. It would
be quite worthy of Radicalism however to
take the city government out of tho hands
of its people and then hold the people re-
sponsible for tho disordorathat would natu-
rally occur. A dispatch to tho New York
Times says: '
The truth is simply this that the dis-
franchisement of the citizens of .Memphis
has resulted in the domination of alow and
worthless class with honorable exceptions

turbances and whose chosen Mayor is an
oven more guilty particeps criminir 6uch is

Congressional committee will likewise find
evidence corroborating theso statements.

cussion or argument that he had thoroughly
examined it and was satisfied that the oath
was unconstitutional and ought not to be
exacted from any member of the bar who
had been admitted to practice in Ihe court.
