.Rochester N Y. July 28 News was
received here early this morning of a terri
ble disaster on the Rome Watertown &
Osdennburv railway near Carlton last
Blent. As tbe Thousand Island train
which was running at a high rate of speed
on tbe main line reared Carlton tbe engl
neer noticed a sing'e car standing on tbe
track ahead of him. He at once put on
the air-brakes and reversed the lever of bis
engine but before the speed of tbe train
could be slacked tbe engine
dash d into tbe obstruction and
instantly all was a cene ol wreck and con-
fusinu. and the air was filled with the
groans of tbe dying and injured. The en-
gineer who heroically remained at his
post was finally injured. Wben the crash
came tbe fireman who stood by bim till
tbe last was instantly killed. Word for
assistance was at once telegraphed to Char-
lotte a distance of twenty-five miles. On
tbe arrival of aid tbe work of rescuing tbe
wounded and taking out tbe dead from tbe
wreck was begun. 80 far as can be learned
t present tbe car which caused tbe disas-
ter was blown on the main line from a
branch track by the high wind which pre-
vailed at the time of the accident. Ic is
supposed that Rev. Dr. Atwood of Canton
and Kev. Dr. Fisk of Syracuse were pass-
Ingers on the ill fated train. Fourteen
dead bodies bad been taken out of tbe wreck
at ast advices and among the killed
and Injured are: Henry McCormick of Ben-
ton Michigan is dead; Louis France fire-
man was killed; Archie Taylor of Water-
town baggage master was killed;
colored porter was killed. name
unknown; Mrs Jennison of No. 819 North
Ninth street Philadelphia bad bip broken;
Mrs. Brooks ol Philadelphia a friend of
Mrs. Jennison is still in tbe wreck and not
recovered; two ladies named Hall were
fatally hnrt; Train-MaBter Chauncey of
Oswego was fatally hurt; Engineer James
Motiartny was. iuiany seamen; milium
Rockafeller foreman in the hops at Oswe-
fro bad bis leg broken. With wind and
rain the scene beggars description. Tbe
second engine is a total wreck. Fireman
Louis Francis was mangled beyond recog-
nition. From fifteen to eighteen passen-
gers are reported Injured. Many persons
were killed outright and others left in a
dying condition. The sufferings of the
wounded is terrible. A whole family
named Brooks is believed to be buried in
tbe wreck.
The engine end postal cir was thrown
from tbe track and badly broken. Its pas-
sengers were nnburt but tbe news boy and
postal clerk were bruised.

Albion N. Y. July 28. A terrible acci-
dent occurred on tbe Rome Watertown &
Opdenaburg railway at Carlton sta-
tion at 9:30 o'clock last evening by
which nineteen were killed and tbirty
wounded. Tbe train a double header was
an excursion tram. No. 53 and was bound

blowing a gale and bad blown a freight car
off on a side track partly on tbe main

car and two sleepers were completely de-
molished. Tbe cars were piled up on one
anotlier until it was one vast besp of ruins.
At the time a heavy thunder shower
was passing over and the night was dark
and tbe cries and shrieks of the dying and
wounded were te'rible. Tbe crash was
beard tone miles away. Tbe country is but
tblnly settled and it was some lime before

Regarding Removal of County Seat.
Iredell July t& Special. An inter
esting and able address was delivered here
to.dav to a laree and appreciative audience
by-Judge Herbert Fielder aud Mr1. James
Gillett opposing tbe removal of thecouuty
site trom Mendean to Morgan; also one by
Messrs. J. W. Tinner ana Hawmns 01
Morgan favoring tbe removal. The areu
ments by both sides were couched in elo-
quent language and a great effort was
made by tho e representing Morgan to
induce tbe voters of this place to cast their
votes for Morgan. But as yet a majority
of them have failed to Bee that they would
be ultimately benefitted by tbe change of a
greater tax and expenditure of cash balance
now in the treasury. Tbey seem tard to
convince that the liberal amount of $0000
subscribed by the citizens of Morgan is in
good faith. From expressions of many
who heard the addres and arguments set
forth by Judge Fielder who in bis usual
witty and fascinating manner portrayed
the increase of taxation in such gloom that
we are afraid that very few votes were
gained favorable to the removal.

named John Mitchell was out at the beach
yesterday drinking and enjoying himself In
the society of a man named Patrick Mc A tec 1
and others. He had in his possession in

thinks he might have spent some $20 ol
that amount on bis frolic but wben he
awoke this morning be was minus the
whole amount having been robbed wbile
asleep on tbe beacb. A police officer ar-
rested McAtee tor tbe robbery on the in-
formation of two men who claim to have
seen bim take the money from the pockets
of the slumberer. McAtee was brought be-
fore the recorder and held in tbe sum of
$100 for bis appearance for trial Monday
morning.
Trouble Between Tartners.
Coloeado July 28. Special. A diffi-
culty between tbe partners of the firm of
M. M. Francis Co. specially reported
yesterday culminated to-day in an attach-
ment suit by W. F. Lake of Fort Worth
for a debt of $2 000. The assets of tbe firm
are thought sufficient and tbe failure is
generally attributed to disagreement be-
tween the parinera.on account of which tbe
assets ire not available.

ton says Captain Webb's body wr.s found In

Captain Webb was found Hoating in the

J. A. Kinnln as superintendent of tbe Dal-
las county poor farm beg leave to report as
follows to-wit;
That tbe said charges In main eminate
more from common rumor or based on
malice and prejudioe than on real facts. We
went to tbe farm as directed and examined

talking to quits a number of others In the)

brought out concerning the management of
the said farm weareieu to obiiovo iuui
the prisoners are very well fed and worked
moderately but not treated quite humane-
lv at all times as tbey should be as In-
stanced in the caseof one St. Clair tbongh
tbe blame in this case does not seem to at-
tach directly to Mr. Kinnin the superin-
tendent but to one K. M. Watson em-
ployed as guard at tbe time St. Clair was a
prisoner ou tbe farm. In this particular
case the preponderance of evidence goes to
show that St. Clair was not treated as hu-
manely as be should bave been by tbe
guard in charge at tbe time
We think from tbe evidence that Mr.
Kinnin knew that tbe said Watson was not
altogether a competent and humane
guard and tbe evidence further show that
Mr. Kinnin was endeavoring to secure tbe
services of a competent guard as soon as
possible. Your committee has carefully
traced all rrtnors and reports concerning
the alleged and often repeated brutalities
said to bave taken place or committed on
said form and find that ill-treatment to
prisoners is tbe exception and not tbe rule
We find that these poor farm reports and
rumors like other rumors and reports are
m...ifieii the oftener they are repeated.
and the further they go the short comings
and errors made by the superintendent
and his employees seem to be taken by
some ' lor tbe general status
standard and management of the concern
while that which is good and wholesome
connected with it is or has been entirely
overlooked. In other words the bad has
been held up to the public gaze and the
good kept in the background. The evi-
dence of a majority of the most substantial
farmers residing iu tbe vicinity of the poor
farm conclusively demonstrates to onr
minds that bo far as the labor and convict
department of tbe institution is concerned
with a few exceptions ot ill treatment it is
all that the county can hope for. In a
financial point of view to the county and
the manner in which the said farm is culti-
vated we regard it a complete success.
Our investigations go to show that
economy is strictly adhered to
if indeed not too rigidly especially as
regards the management ot paupers.
We do not regard the management of the
pauper department of the poor farm to be
what it should be considering it is ostensi-
bly tho countv borne for its sick afflicted
and destitute.' Nor do we think from our
observations and the evidence before us that
one man can properly manage both paupers
and prisoners. We have carefully looked
into the condition of tbe paupers of the poor
farm and tbe treatment tbey receive and
we bave to report that tbey do not get tbe
attention in tbe matter ofnursingand clean-
liness that they ought to receive
though we do not ' attach ' much
blame to tbe superintendent ss proper
provisions for tbe taking care of tbe sick
and destitute bave not been placed at his
command. We consider the old jail
which is now in nse a first-lass nuisauce
and the sooner its occupancy can be dis-
pensed with the better for tbe prisoners
and the fair name of tbe county. As to
tbe new iail it in the province of ourduties
we would suggest that we regard it as not
secarely bu'it nor reasonable tor tbe price
we understand tne county nas contracted
for.
