Washington I). C Dec. 2. It
will cost $825.415. 455. H to conduct
the. affairs of the government lor
the fiscal year ending June 30 1914
according to the estimates of the
various department heads submitted
today to the speaker of the bouse by
the secretary of the treasury. TO's
amount which does not Include anv
provision for the postal service
which Is expected to be self-support
ing la an Increase ot lii.MiM
over the appropriations made for the
present year by the last congress.

navy department In tho appropria

vessels. The estimates would pro
vide for threo new battiesmps o
be laid down during tho year. This
would make up for the lapse of one
ship from the two battleships a year

but a single ship at the last session
of congress.
Another $20000000 or more of
the total Increase Is shown In the es-
timates for tho payment of pensions.
The amount asked for Is $185220-
000. Last year but $1C5. 146.470 was
exi.ended for ttenslons. An Increase
of about the same amount appears m (
the estimates for public works ior
(he year. The construction of public
building planned for the year shows
an Increase of $1.0 12.5.10 over tho
ipproprlatlons for the present year.
$s. 722. 200 being asked for tnai
purpose. The work to be done dur-
ing the year on the Panama canal
will cost $30 174. 432. which is
$11. 10.567 less than the appropria
tion for the current year.
Of this sum $6769522 Is asked
for the purpose of building fortifica-
tions and military barracks In the
canal rone.
This year but f 2.3250(10 was ap
propriated for fortifications at I'an-
ania.
The estimates forecast another bil
lion dollar session of congress ior
in addition to the $S234 1 5.455
which Is the total estimated for. the
postmaster general estimates that
$2H 1.79 1508 will be necessary to
conduct his department for the year.
This amount will be supplied out of
the poHtal revenues and will bring
the total estimated appropriations
for the year up to $ 1 .1 nj.2tt5.9G3.
Just bow these estimates will fate
at the hands of the democratic m.i-j
jorlty in the house Is the sibjeet of'
considerable conjecture. Some dif
ficulty in passing appropriation bills
may follow disagreements between
the liousu and senate ltut the bih-
ply measures to be passed on tin:

riation bill In the closing days ot
the last session legislation abolish-
ing that court. After the bill bad
twice been vetoed by the president
funds were provided to keep the
court In operation until March 4.
