and the question is cleared up then
and there not one hour later not
one day later.
Only when the correctee is com-
pletely satisfied with the explanation
does the reading resume. Once all the
rules have been read and there are no
questions about any of their mean-
ings the correctee signs his name.
Because the rules are part of the
Army regulation that governs the
CCF this signature makes the cor-
rectee liable for action under the Uni-
form ode of ilita ry tic
(UCMJ) for any infraction no matter
how small. The rules state however
that the cadre of CCF may for minor
offenses substitute anything listed
in the Field manual on Physical
Training as immediate punishment.
Following the reading of the rules
the correctee is given a chance to
throw away any contraband with no
questions asked and with complete
amnesty.
“What is this?! Didn’t I just read to
you that the only reading material
allowed is either religious or FMs?”
The correctee stares blankly at a
.magazine soft-core porn that he
had entirely forgotten about being in
his shaving bag.
“Either you have a great religion or
this is an FM I never heard about.
This is an FM I want to read! Didn't I
just tell you we can court-martial you
for breaking the rules. And already
you want to go to jail? You think you
are going to like jail? Do you? You
think you’ll like it?”
The correctee mumbles a negative
reply and the Sergeant First Class
takes another drink of coffee. All the
yelling is making him hoarse. There
is no jail this time the correctee
gets by with a couple of trips through
the lowcrawl pit in the rear of the
building.
The NCOs at CCF are soldiers’ sol-
diers. They are hand-picked for duty
there and usually come from a com-
bat-arms background.
The NCOs have to know backward
and forward the Army regulations
they preach. They have to be familiar
with the workings of the judicial sys-

tern and the UCMJ. They must be
squared-away troops.
But most of all they must be pro-
fessional soldiers. They are the exam-
ples the correctees must follow to re-
ctify whatever went wrong at their
units. They can never throw their
hands up and quit trying.
The correctees work hard at CCF.
They spend ost days doing the
worst possible sort of details on post
so the soldiers won’t have to do
them. Tins gives the correctees a spe-
cial incentive to become a soldier so
someone else will get stuck with the
miserable jobs.
Then on every Saturday the entire
CCF goes on a road march starting
at 3 a.m. The destination is a section
of the impact area th a is being
cleared for ranges so the day is spent
chopping wood.
The only break for the correctee
comes on Sunday when the correc-
tees can attend church and between
1 and 2 p.m. when the correctees are
allowed to have visitors. The only
ones who can visit are the immediate
family or chain of command. The
visit from the chain of command can
be important because the unit is
where the correctee-turned-soldier
will return.
The Hell on Wheels Correctional
Confinement Facility is unique—un-
ique because of a set of numbers that
are the best in the Army. Twenty per-
cent of former correctees are chap-
tered out of the Army. Another 20
percent are serving hard tim in
stockades. But 60 percent are back in
their units and are productive sol-
diers.
“CCF Attention!”
The formation snaps to attention
and shouts “CCF!” It is not a straggly
collection of misfits but a unit operat-
ing as a single body.
At this mom ent all of the indi-
vidual people in the formation have
one common goal get out of CCF.
And they all have the same escape
plan in mind.
Circumstances will change and up
to 40 percent of them aren’t going to
reach the goal but at this particular
moment everyone in the formation
plans to leave CCF a soldier.
