CHAMPUS Will you need
it? We hope not but it’s best to
know your medical benefits be-
fore the need occurs.
CHAMPUS is a health benefit
program for the uniformed ser-
vices Public Health Service
an N atio al O ceanic and
Atm ospheric Administration.
Husbands wives and unmar-
ried children of active duty ser-
vice embers are eligible as
well as retirees their husbands
or wives and unmarried chil-
dren.
Care
provided

If you’re eligible for CHAM-
PUS and are away from home
on a trip a
emergency medical care you
can get a non-availability state-
ment from the commander of a
nearby military hospital if that
hospital can’t provide the care
you need.
THE NON-AVAILABILITY
ta te lets you get the
needed non-emergency medic-
al care from a civilian doctor or
hospital then file a claim with
CHAMPUS for sharing of the
cost of the care.
The efense epartm ent
isn’t worried about the reason
for your trip its distance or its
duration DOD simply asks the
local commander (either of the
sp ital near here ou ’re
visiting or the one near where
you live) to reasonably deter-
ine th a the trip was not
made and the civilian care was
not obtained for the primary
purpose of avoiding use of a
Uniformed Services hospital in
the beneficiary’s home area.
Commanders are encouraged
to “exercise prudent judgment
discretion and compassion” in
deciding whether to issue a
-av ailab ility statem en t
“since the purpose of (the DOD
instruction that applies to the
situation) is to encourage eco-
nomic utilization” of service
hospitals and health care pro-
fessionals not to force overly
stric rules on CHAMPUS-
eligible families.
MEMBERS OF service fami-
lies both active and retired are
urged to use military hospitals
for care whenever possible.
This not only saves you money
but also squeezes the most be-
nefit out of each tax dollar that
goes to support the military
health care system.

nefits Advisor at the nearest
service hospital.

THE INTERNAL REVENUE SERVICE
Through CHAMPUS the gov-
ernm ent shares with military
families the cost of health care
from civilian hospitals and doc-
tors. There are several impor-
tant facts you need to know be-
fore you use it. The most impor-
tant is to know your Health Be-
nefits Advisor who will be lo-
cated at any uniformed services
hospital or clinic is there to
help.
IF YOU live within the zip-
code zone (60 miles or closer) to
a service hospital you ust
first seek your non-emergency
inpatient care at the military
facility. If it can’t provide the
care you need ask for a state-
ent of non-availability to re
CHAMPUS shares health care costs
ceive non-emergency inpatient
care at a civilian hospital.
CHAMPUS will make an ex-
ception to the non-availability
rule for military families who
have major civilian health in-
surance policies (such as Blue
Cross Blue Shield). CHAMPUS
ill share th cost of n-
emergency care if the major
civilian policy pays first. The
rules were liberalized for all
CHAMPUS claims on or after
Oct. 1 1984. See your HBA for

CHAMPUS does not cover all
health care. Treatments such as
acupuncture dental and eye
care are examples. However
there are some exceptions so
see your HBA for details. Be-
fore CHAMPUS can pay its
share of the bills you and your
doctor or the place that gives
you the health care must file
the claim form (CHAMPUS/
CHAMPVA/ CLAIM FORM
500) and any other necessary
paperwork.
One special note. It’s best to
use your health care only when
you really need to. Try to use
military hospitals
