33rd Annual Meeting
of the National Council
The 33rd Annual Meeting of the
National Council, the governing
body of the Boy Scouts of America,
will be held May 20, in New York
City at the Biltmore Hotel. The
National Council is composed of
volunteer leaders. The session will
open at 10 o'clock, and probably
close at 4 o'clock the same day.
This meeting will be held at a
time when Scouting never had
greater opportunities or when
youth needed the Scout Program
more. True, we have certain prob-
lems and these will be frankly dis-
cussed by the delegates. But we
have the opportunity to make the
greatest contribution to the boy-
hood of America in our history, if
we will build a program big enough
to measure up to the need. That is
why we hope that delegates from
as many Councils as possible will
come — because of the importance
of the occasion to our Country's ac-
tual history.
The principal speaker at the
luncheon meeting will be Dr. Alex-
ander J. Stoddard, Superintendent
of Schools, Philadelphia, Pa. Dr.
Stoddard has served as Superin-
tendent of Schools in a number of
cities in the Middle West and in the
East, and has received degrees from
many universities. He is the Presi-
dent of the Department of the
Superintendents of N. E. A. and
Chairman of the Educational Poli-
cies Committee of the N.E.A.
In spite of his academic standing,
however, he is still rated by his
friends as a practical, two-fisted
cornhusker from Nebraska. He was
one of the guest speakers at the
Philadelphia Council's Annual Din-
ner in 1942 and is a member of a
District Committee and of the
Philadelphia Council.
He knows boys and girls from
firsthand experience and he knows
Scouting from contact with it in
many communities where he has

made his home and where he has
worked.
Another feature of the meeting
will be the formal presentation of
Dr. Elbert K. Fretwell, Chief Scout
Executive, to the National Council.
Dr. Fretwell will deliver the re-
sponse to Dr. Stoddard.
Mr. William H. Pouch, President
of the Boy Scout Councils of
Greater New York and Chairman
of Region 2, will bring a message of
welcome on behalf of the host
Councils.
Another high spot of the meeting
will be the presentation of the
Silver Buffalo Awards for Distin-
guished Service to Boyhood. The
Lorillard Spencer Trophy will be
awarded to that Region making the
greatest gains in membership dur-
ing the past year. Resolutions will
be adopted and the officers for the
year 1943-44 will be elected.

AQUATIC SCHOOLS
The following four Scout Aquatic
Schools will be conducted in June:
Augusta, Georgia, June 5-11
Austin, Texas June 6-12
Mendham, N. J June 13-19
Toledo, Ohio June 13-19
They will cost between $15.00 and
$17.50. Write to Health and Safety
Service for details.
Red Cross Aquatic Schools will be
held at the following points:
Natchitoches, La May 25-June 4
Brevard, N. C June 9-19
Aug. 21-31
Edgewater, Md June 14-24
Aug. 10-20
Culver, Ind June 14-24
Ingram, Tex May 28-June 7
Rockaway Beach, Mo...June 9-19

Woodward, Iowa Aug. 18-28
Oconomowoc, Wise Aug. 18-28
South Hanson, Mass...June 16-26

"I Am An American Day"
Sunday, May 16, has been desig-
nated by President Roosevelt as
"I Am An American Day." It is
hoped that wherever recognition is
made of the day, Scout Troops will
actively participate. This day offers
a fine opportunity to help our citi-
zens, both native born and natur-
alized, understand the privileges
and responsibilities of American
citizenship, and Scouting, as a typi-
cal American institution, should be
most active in its participation.
"Scout March" Wanted
The Boy Scouts of America March,
by John Philip Souza (Victor
Record No. 18209-A) is out of circu-
lation, and a copy is needed at the
Home Office. If any Scouter has one
which he is willing to part with, it
will be appreciated if he will notify
